Incumbent is a recognized national and international technical authority in natural resource management. Incumbent will be an assistant to the Assistant Director with responsibility for providing long-range resource planning, program direction, coordination, and evaluation of the Surface Water Program, and related activities. Leads the development of cooperative partnerships related to the specific initiatives in the management of natural resources. Provides program direction, vision, strategic planning, internal and external networking, and participation in key national meetings. Provides leadership in the development and promotion of, and strategic planning and support for the assigned program. Formulates policies, long-range objectives, plans, programs, and priorities for the program, and leads in the development and implementation of guidelines for effective program, project, or initiative operations, and in monitoring and evaluating project results. Serves as expert technical consultant in planning and development of surface water related natural resource management-related activities with the Staff, Chief, Regional Foresters, Forest Supervisors, as well as other federal, state, and local agencies, universities and colleges, conservation groups and interested corporations.
Participates in, coordinates, and/or manages natural resources programs and projects. Consults with others, including support technicians, colleagues, and experts in the field of hydrology, as well as related fields.
Provides advice and guidance when interpretation, opinion, or decisions are solicited. Consultations involve assessment of conditions, phenomena, or anomalies in a physical science area.
