  • The United States Capitol Police (USCP) is a law enforcement agency in the Legislative Branch of the Federal Government. Our mission is 'To protect the Congress, its legislative processes, Members, employees, visitors, and facilities from crime, disruption, or terrorism.' We protect and secure Congress so it can fulfill its constitutional responsibilities in a safe and open environment.

    POSITION SUMMARY:

    The incumbent serves as a Captain for the USCP and is sworn to uphold and enforce the laws, statutes, and ordinances of the District of Columbia, the U.S. Capitol Grounds and the United States.

    NOTE: Multiple promotions may result from this announcement.

Duties:

  • Serves as a second level supervisor. Performs administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures subordinates are trained and fully comply with the provisions of USCP safety regulations.
  • ELIGIBILITY REQUIREMENTS:
    Process Participation. In order to participate in the process, candidates must meet the following requirements:
    1. Candidates must currently hold the rank of Lieutenant with the U.S. Capitol Police.
    2. Candidates must not have been in a non-duty status for more than 30 consecutive days between July 5, 2010 and July 5, 2011, except as provided by law regulation or policy.
    Promotion Consideration. Subject to the requirements stated above, in order to be further eligible for consideration for promotion during selection to fill a vacancy, candidates must also meet the following requirements:
    1. Candidates must have served in the rank of Lieutenant with the USCP for a minimum of 12 months prior to the date of consideration for promotion.
    2. Candidates must not have had any sustained CP-534's within the past 12 months prior to the date of consideration for promotion.
    3. Candidates must not have had any sustained CP-535's within the past 24 months prior to the date of consideration for promotion.

    PROCESS:
    The promotional process will consist of two components, administered separately. For each component candidates will be evaluated and grouped by categories consisting of ¿Outstanding,¿ ¿Well Qualified,¿ ¿Qualified,¿ ¿Less Than Qualified,¿ and ¿Unqualified.¿
    Phase 1: Skills Assessment (Scheduled for July 30, 2011)
    Phase 2: Structured Interview (Scheduled for August 22-25, 2011)
    ADDITIONAL INFORMATION:
    PMG will provide orientation sessions to all interested candidates. Additional information regarding orientation sessions and more specific detail regarding the testing content and process will be provided at a later date.
    Candidates that pass both Phases will be required to submit education and experience information through a Structured R¿sum¿. This information will be included in portfolios to be used later in consideration of selections to the rank of Captain. The final promotion list will be certified by PMG and will be used to fill declared vacancies at the rank of Captain occuring from Octorber 1, 2011 - September 30, 2013.
