Candidates are required to attach a self-authored written report or a research or evaluation study. Failure to attach may result in an incomplete application.

This position may be filled at either the GS-11 level, GS-12 level, or the GS-13 level. If selection is made at the GS-11 or GS-12 level, upon completion of qualification requirements and satisfactory performance, the selectee may be noncompetitively promoted to the next higher grade level of GS-13.

The incumbent serves as a Social Scientist in the Office of Civil Rights Evaluation. The incumbent is responsible for conducting research studies on social science topics related to civil rights, including analyses of data using statistical and data base software packages, literature reviews, analysis of laws and regulations, collection of data and other information, and design and conduct of interviews and surveys. The incumbent also drafts memoranda, comprehensive reports for publication, and other written products for major national civil rights research studies.

Duties:

Designs proposals for social scientific projects, studies, and reports for consideration bythe Commission that examine the political, social, legal, and economic factors influencingthe denial or abridgement of equal protection under the law on the basis of sex, race,national origin, religion, age or disabiity. Evaluates the performance of federal agencies inenforcing anti-discrimination laws. Analyzes, formulates, and develops ideas, concepts,and methodology for new or revised policies, procedures, and systems for designing,implementing and evaluating programs related to civil rights. Conducts research for civilrights projects studies, and proposals performed by or under consideration by theCommission regarding the political social, legal, and economic factors influencing thedenial or abridgement of equal protection under the law on the basis of sex, race, nationalorigin, religion age, or disability. Reviews strategic objectives, program and project design,and methodology used, to determine whether these strategies will accomplish agencyobjectives. Collects, reviews, analyzes, and organizes statistical information using publicand private data sources and archives. Analyzes data such as income, education,employment, occupational classifications, housing, social services, etc., of minorities,women, older persons, persons with disabilities, and persons of various national originsand religions. Drafts timely, impartial, comprehensive, clear, accurate and reliable writtenreports subject to expert review, of the highest quality for publication and use by thefederal government and trusted persons.
