BPA is a not-for-profit federal electric utility. Our high-voltage transmission grid comprises more than 15,000 miles of lines and associated substations in Washington, Oregon, Idaho and Montana. BPA markets more than a third of the electricity consumed in the Pacific Northwest. The power is produced at 31 federal dams operated by the Army Corps of Engineers and Bureau of Reclamation and one nuclear plant in the Northwest and is sold to more than 140 Northwest utilities. BPA purchases power from seven wind projects and has more than 4,700 megawatts of wind interconnected to its transmission system.

HCM plans, directs, and manages a comprehensive HCM strategy and program aligned to meet agency mission and objectives. This function performs ombudsman and conflict resolution functions, oversees Human Resources (HR) Strategic Partners with responsibility for developing, communicating, and coordinating HR strategies, policies, and initiatives with the business units and corporate organizations. To ensure this success, the Chief Human Capital Officer (CHCO) provides direction and leadership for the development and execution of the HCM program. The HCM program includes talent management strategies and supporting policies, classification and position management, compensation, recruitment and placement, diversity, student programs, employee benefits, human capital development, performance management, and employee relations. With respect to BPA's Labor Relations (LR) program, the CHCO is responsible for providing administrative oversight of the program, integrating LR and HR direction, and managing day-to-day labor contract administration for the American Federation of Government Employees (AFGE) Local 928, Professional Division of the Laborer's (PDL) International Union Local 335 and Columbia Power Trades Council (CPTC) union. All contract negotiations are directed by the Chief Operating Officer.
The CHCO reports directly to the Executive Vice President of Internal Business Services and is responsible for performing the following duties:
Accountable for BPA's workforce to ensure the size, skill and composition as identified in the Talent Management Strategy are effectively aligned in order to support agency needs and execute on objectives identified in the BPA Strategic Plan.
Leading a workforce that is responsible for program development and execution on the critical mission of the HCM strategy.
Providing strategic leadership to a team of talented individuals at the senior leadership level charged with accomplishing the work of the HCM organization.
Serving as a key member of the Executive Board, Business Operations Board, and the Internal Business Services management team.
