This position is located in the Architect of the Capitol (AOC), Library Buildings and Grounds (LBG). The incumbent will champion the AOC's Strategic Vision and will have full responsibility for planning, administering and managing work operations and maintenance activities for the structural, mechanical, and facilities management for the Library Buildings and Grounds facilities.
The incumbent is responsible for the general leadership, supervision, and direction of employees performing a full range of operational, maintenance and project related activities.
Directs, develops, and implements administrative policies that identify annual organization goals, make maximum use of resources, and reduce operating costs. Plans work operations, determines and allocates required resources, and establishes relative priorities for projects.
Coordinates and integrates the planning, programming, development, oversight, scheduling, and management of resources for multi-phase projects. Formulates a master plan to overall forecast the work necessary to ensure the future care of facilities.
Prepares annual budget requests and end-of-fiscal-year annual reports listing work projects initiated, completed, and pending. Submits annual estimates of anticipated operations and maintenance expenses for the LBG.
Manages and technically directs contract administration activities for long-term, extensive technical service contracts. Responsible for the procurement on major projects, serving as Contracting Officer or Contracting Officer Representative. Determines whether in-house personnel or contractors will accomplish projects; decides methods and types of contracts necessary to meet project or task order needs; resolves disputes that arise; and develops the statement of work.
Exercises advanced technical knowledge of the limitations of proven concepts and practices on systems, equipment, and/or hardware to correctly evaluate problem resolution alternatives. Prepares policy development, requirements analysis and definition, technical evaluations, and makes recommendations within the functional and/or technical area of expertise.
Meets with the Librarian of the Library of Congress and other building occupants affected by major construction, remodeling, renovation, relocation projects, temporary services discontinuation, or other inconveniences. Provides information on the nature and progress of projects, makes temporary movement arrangements, and provides additional services to ease the discomforts during the project work.
Consults with AOC management and planning personnel in preparing resource requirements for complex or high value projects or programs in the areas of design, construction, or modification of facilities, systems, equipment, or hardware. Resolves difficult problems generally unique or controversial in nature, requiring major architectural compromises and decisions. Exercises outstanding technical judgment in isolating essential features of problems and adapting or extending newly established guides or precedents for problem resolution.
Has administrative and management oversight for architecture, utilities management, building operations, energy conservation, life safety programs and systems, capital construction, renovation programs, and preventive maintenance programs.
Has direct management, administrative and program oversight over craft divisions and other operations including the following trade groups: electrical, elevator, subway operations, air conditioning, paint, inventory management, sheet metal, plumbing and pipefitting, wood crafting, and masonry.
