As OJP's Senior Data Architect, evaluates an agency's mission, goals, plans, business processes, and programs, and develops and implements enterprise data architecture strategies and plans for an agency that address mission-critical program objectives. Evaluates current organizational IT architectural models and capabilities, and provides authoritative advice and guidance on IT enterprise data solutions for an agency.
Oversees, plans, designs, develops and implements agency-wide enterprise data architecture that addresses mission-critical objectives. Defines agency documentation standards and produces an enterprise-wide set of policies and principles for integration of the business, application, information, and technology architectures.
Manages all aspects of multi-year IT program initiatives, including project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management, and resource allocations. Programs are carried out through multiple related IT projects and are established to provide IT products and/or services. Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program.
Establishes an agency-wide Data Management vision and directs the development of IT standards that define what technologies and products are approved for use within an agency organization. Develops enterprise-wide data guidelines on how to best apply technology standards in creating business applications. Interprets and applies government-wide and industry best practices when developing enterprise architecture processes and methodologies.
Establishes a viable relationship with a wide variety of federal client agencies that manage national and worldwide programs. Conducts extensive research to gain a comprehensive understanding of client agencies' business environments, decision-making processes, budgets, and IT strategies. Consults with high-level officials of potential and existing agency clients and Industry Partners to clearly and forcefully communicate the value-added of partnering with IT Solutions.
Handles complex program issues and sets performance targets. Coordinates requirements in the formative stages of program initiation, design, implementation, and management. Translates management goals and objectives into effective operations and establishes control systems and progress reporting requirements that monitor program goals and priorities in order to evaluate progress and results. Adjusts progress schedules and priorities to meet new requirements or unforeseen situations.
