  • THE UNITED STATES CAPITOL POLICE (USCP) is a law enforcement agency in the Legislative Branch of the Government. Our mission is 'To protect the Congress, its legislative processes, Members, employees, visitors, and facilities from crime, disruption, or terrorism. We protect and secure Congress so it can fulfill its constitutional responsibilities in a safe and open environment. Due to the nature of a law enforcement agency, occasionally civilian employees may be called upon to support emergency operations and perform duties that vary significantly from the primary duties of their positions. Duty hours are subject to change to accommodate the needs of the Department; occasional additional duty may be required.

    This position is located in the Technical Countermeasures Division (TCD) of the Security Services Bureau (SSB), U.S. Capitol Police. TCD provides Technical Security Countermeasures (TSCM) services for the Legislative Branch, including the office space on the Capitol Complex and district offices. Its personnel conduct periodic technical inspections before sensitive and classified briefings in areas where national security information may be discussed and handled.

    The purpose of the position is to identify and neutralize technical penetrations and vulnerabilities that could potentially be used to compromise sensitive and national security information for the U.S. Congress. Additionally, this position evaluates technology in furtherance of our mission and maintains involvement in technical security construction standards, in particular DCID 6/9.

    Selectee for this position must pass a background investigation.

    Interviews will be conducted in Washington, DC. Expenses relating to travel or incidentals for interviews, if any, are the responsibility of the applicant. Telephone interviews will not be conducted.

    Based on the needs of the Department, the tour of duty for this position may be four (4) ten (10) hour days per week.

    Position requires overnight travel 1-5 nights per month.

    Selectees for this position may be required to submit to a polygraph examination.

    Selectees will be required to attend government training and obtain Technical Countermeasure certification within a responsible time period, as determined by the Department.

    Applicants must possess and be able to maintain a Top Secret clearance based on a current Special Security Background Investigation (SSBI) and be able to obtain and maintain a Special Compartmented Information (TS/SCI) and 'Q' security clearances in a reasonable time as determined by the Department.

    Applicant applying at the CP-10 level must have attended government training and possess a Technical Security Countermeasures certification.

Duties:

  • The incumbent of this position performs technical countermeasures sweeps, surveys, and analysis involving the physical measures designed: to prevent unauthorized access to equipment, facilities, material, and documents; and to safeguard against espionage, sabotage, damage, terrorist activity, and/or theft.

    Additionally, this position requires the use of a wide variety of TSCM equipment and techniques to inspect and monitor facilities used by the U.S. Congress. The position involves skill in identifying technical vulnerabilities that could compromise sensitive and national security information, recording and documenting findings of inspections, writing reports, and briefing Congressional staff on inspection results. This position requires extremely high quality performance under uncertain and often short deadlines. Furthermore, there is a customer service component requiring courteous and professional interaction with Congressional staff on logistics and results.
  • This position requires the investigation and assessment of a variety of unusual technical security issues, questions, or conditions not directly covered by precedents. There are many critical success factors including the ability to: interpret risk assessments and positive detection responses to notify appropriate authorities of a possible threat; using information to determine enforcement or search methods, as well as the need for additional law enforcement support; evaluating a wide array of technical observations and peripheral conditions in the search area to determine the appropriate first response and secondary actions required. In completing tasks, appropriate corrective action plans will need to be initiated to mitigate the involved threat, such as recommending the establishment of new security systems. Also, the position coordinates actions with other local and federal law enforcement agencies and property management personnel; develops guides to be followed by technical security specialists at the same and lower levels in the organization; and deviates from traditional methods and develops and communicates new methods or criteria, including new policy proposal.
  • The incumbent evaluates, installs, and operates the electronic systems and devices that ensure sensitive information, equipment, technologies, and other materials at the U.S. Capitol are not compromised, sabotaged, or otherwise misused. Also, the position requires the conducting of inspections and evaluations to determine the adequacy and effectiveness of technical security controls in place at the U.S. Capitol. As appropriate, the position recommends necessary changes for the enhancement of the assigned portions of the Bureaus technical security program. This position provides mission-critical support in ensuring the viability and continuance of the Legislative process.
