Duties:
The incumbent is responsible for managing the Branch, which is made up of a team of Accounts Payable, and Financial Management personnel, and is charged with conducting the traditional operations of an accounting office. This includes handling all aspects of accounts payable and receivable, Treasury cash reporting and monitoring payroll expenditures. Serves as a systems administrator for the invoice processing system.
Supervises a group of employees performing work at the GS-5 to GS-13 levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Evaluates and manages centrally administered programs/projects that affect broad mission areas. Leads, supervises and mentors a group of Accounts Payable, and Financial Management professionals to help achieve the AOC's financial management goals and objectives. Makes decisions and recommendations on personnel matters such as employment and promotion; initiates disciplinary actions; schedules and approves leave; tracks time and attendance; develops performance standards and evaluates worker performance; and recommends training for employees based on needs.
Manages and oversees the design of a complete accounting system and sub-systems to support programs and operations in the AOC.
Serves as the Agency Certifying Officer. In this capacity, liaises with the Department of Treasury to certify AOC's payments.
Monitors and evaluates the progress of subordinates toward meeting personal performance goals. Makes adjustments in approaches, work plans, schedules, and the commitment of resources as needed to support AOC objectives.

As an expert authority on reconciliation of integrated accounts for a variety of accounting systems, provides managerial direction to professional accounting and supporting personnel engaged in resource control; analysis of existing financial operations; preparation of costs and related studies; and accomplishment of operating accountant functions essential for maintenance of official accounting records. Manages the development and implementation of appropriate accounting control functions.
Coordinates and evaluates accounting program studies and analyses to determine legal and regulatory compliance, workflow, and other financial considerations. Makes decisions related to problems that are controversial or novel and require modifications to systems and procedures, and to organizational structures.
Manages the implementation and evaluation of matters related to accounting and financial systems including developing financial policies and procedures, establishing formal financial control and review processes, and providing overall review, reconciliation, and certification of accounting activities.
Interprets, analyzes, and develops accounting and financial management policies to ensure that AOC-wide accounting systems meet AOC requirements. Applies changing laws, regulations, and policies to the entire range of the accounting systems operation and production efforts.

Develops new and revised policy statements, regulatory guidelines, operating program documents, and procedural directives which govern unstable operating programs or major AOC programs having numerous goals or end products.
Provides authoritative advice and guidance on the processes, methods, and resolution of significant problems related to the recording and control of accounting data for a variety of extremely diverse operations and related accounting and control systems. Creates long-range, as well as day-to-day operating plans to meet changing work situations and programs that require frequent and extensive reconciliations to achieve consistency for valid reporting and analyses. Develops new and revised policy statements, regulatory guidelines, operating program documents, and procedural directives which govern unstable operating programs or major AOC programs having numerous goals or end products.
