Duties:

  • This position is located in the Supreme Court, Buildings and Grounds. The incumbent maintains coordination with both the Marshal of the Supreme Court and the Architect of the Capitol (AOC) and is responsible for planning, administering and managing maintenance, repair and construction activities.

    The incumbent is responsible for the general leadership, supervision and direction of a workforce providing extraordinary facility management services. The employees are engaged in various skilled trades including electrical, elevator mechanic, plumbing, HVAC, painting, plastering, masonry, gardening and overall facility and grounds care.
  • Provides expert guidance, advice, and recommendations to the Architect of the Capitol, the Chief Operating Officer (COO), and the Marshal on problems and critical matters pertaining to the Supreme Court maintenance and operations. Establishes and maintains effective working relationships with various high-level individuals, including Members of the Supreme Court and their staff, the Marshal of the Court, other legislative and executive agencies, executives of major corporations, and distinguished members of the public in order to advance the programs and objectives of the Architect of the Capitol.
  • Has overall responsibility and delegated authority for the oversight and administration of broad, emerging, and/or critical agency programs or operations in the Supreme Court designed to facilitate judicial business and promote a safe, healthy, and secure environment through the efficient use of resources, integrated facility planning, and sustainable practices.
  • Develops a Five-Year Strategic Plan that includes a comprehensive mission statement covering major functions and operations as well as general goals and objectives including outcome-related objectives, specific actions, timeframes, and empirical measures of success. Oversees development of annual updates covering each of the general goals and objectives in the strategic plan including quantifiable performance measures.
  • Plans, estimates, coordinates and supervises structural alterations, repairs, renovations and improvements in the Supreme Court buildings and grounds. Prepares preliminary plans and specifications. Ensures that a progress schedule is maintained and takes remedial action to ensure proper relationship between work efforts and total project development. Reviews resource estimates to ensure proper distribution of project resources. Keeps abreast of changes and cost variations from design through construction/installation to ensure timely completion within budget.

    Collaborates with architects, engineers, estimators, and technicians in conducting studies for proposed projects. Discusses design problems with the Architect's staff and suggests solutions to problems encountered.

    Identifies, investigates, and reports hardware, procedural, and documentation problems, anomalies, and discrepancies and monitors corrective action.
