The Bulk Marketing organization has four major functions: bulk power marketing, transmission acquisition, reserve services marketing, and resource acquisition. It is responsible for all non-requirements marketing, sales and account servicing in the bulk power markets. Areas of market responsibility includes: PNW wholesale marketers, utilities outside the Pacific Northwest, and all active wholesale markets in the Western Systems Coordinating Council (WSCC), both inside and outside of the PNW including, Canadian and California markets. Also this organization is responsible for trading floor activities and spot market sales. The transmission and reserve services functions include the purchase, or sale, of transmission and reserve services. Reserve services functions also include product development, pricing, and inventory control and reporting. This organization defines Power Services (PS) transmission policy, managing PS's interests in the development of a Northwest Regional Transmission Organization (RTO) and other deregulation initiatives, and acts as PS's interface with Transmission Services, the California Independent System Operator (ISO), and other WSCC transmission counter parties. Bulk Marketing is responsible for BPA's renewable resource acquisitions and project contract management as well as all resource acquisitions for Power Services. Within the Bulk Marketing organization, the Long Term Sales and Purchases organization executes Long Term (LT) surplus sales greater than 18 months, including energy, capacity, reserves services, exchanges, renewables, as well as executes sales of environmental attributes. Also, this organization executes purchases greater than 18 months, including energy, capacity, reserves services, and renewables. This organization also performs acquisition and sales of transmission to support LT sales and purchases, develops LT marketing strategy for assigned areas of responsibility, and sale of generation components of ancillary services to BPA's transmission organization. This organization negotiates and develops contracts for LT surplus marketing activity and resource acquisitions, and serves as Power Services primary point-of-contact for all extra-regional customers, IPPs, and marketers. Account Executives (AEs) in Long Term Sales and Purchases are responsible for negotiating sales and purchases including contract development, leading core teams, and providing the account management.
Account Specialists within the in Long Term Sales and Purchases organization provide customer analytical and contract support in concert with the AE, assist AEs in managing the customer account relationship, lead core teams, manage the implementation of Bulk Hub functions, assist senior transmission policy expert in application of TS tariffs, act as study manager or provide testimony in PS or Generation Input rate case and business practices, and coordinate with relevant Back and Middle Office Customer Team roles in resolving customer issues.
Performs duties in support of the information, internal communications, and liaison activities for an organizational program. Acts as liaison with persons or groups within and/or outside of the organization to disseminate information about program requirements.
Plans and manages projects from the concept development stage through implementation and management. Identifies requirements, develops technical and administrative approaches, and coordinates project resources, including project costs, human resources, scheduled completion timeframes, etc.
