  • This position is located on the Stanislaus National Forest, Pacific Southwest Region, Region 5, Summit Ranger District in Pinecrest, CA. Provides technical and administrative support to the Public Service and Natural Resources Staff groups in areas relating to special use permits and other land uses.     Area of Consideration is Status Eligibles Candidates - All current Federal employees with competitive status having a career or career-conditional appointment will be considered.     This position is being advertised under two vacancy announcements (Merit Promotion and Demonstration Project.) Only one position will be filled at the duty location specified in this vacancy announcement.     This position is being advertised concurrently under the U.S. Department of Agriculture Demonstration Project (DP), under Vacancy Announcement #12-1105160053-02591DP-RR. Applicants must submit a separate application for each announcement. Duties:

  • Provides assistance to personnel with direction for a variety of special-use permits. Assists in the determination of the appropriate clauses, forms, and fees. Reviews fee calculation and collection fee.

    Performs a technical review of special-use applications submitted by the public and special-use permits to ensure that they are in proper format and technically accurate including auditing fee computations, and checking for proper optional and mandatory clauses.

    Coordinates the operation and controls the processing of data into reports, ensuring the unit's activities are reported to the appropriate organizational level. Examines source documents for accuracy and completeness. Obtains revised or clarifying information to correct or complete inadequate documents. Analyzes data to ensure management needs are met and information is accurate and reliable, and initiates corrective action when required. Reviews printouts for accuracy. Prepares recurring and special reports dealing with land uses for unit use.

    Compiles statistical information and prepares statistical position of special-use numbers by type, status, and collections. Assigns holder number; prepares letter of permit issuance. Completes various fee calculations appropriate to permit type and bills accordingly. Maintains accurate records for fees billed and collected. Establishes controls to ensure that all special-use revenue collections and deposits are known, billed, collected, and deposited to proper accounts.

    Maintains responsibility for the accuracy of all records in the database, including preparing specialized and statistical reports. Updates and maintains database including end-of-year information for yearly reports. Ensures accuracy of information that is used for criteria-based budget, and failure to maintain a current database could result in loss of budget. Audits, prints out, and distributes necessary reports to prepare project work plans. Works with other offices to keep the program current and is responsible for transfer and disposal of records in accordance with prescribed schedules.

    Takes the lead in preparing correspondence to permittees on various subjects concerning permits/leases and billings. Receives incoming calls from permittees and staff needing clarification regarding permits, billings, and correspondence. Provides training and coaching for staff in duties related to special-use permits, and fee administration.

    Directs final application of proper and accurate fees, which differ with each type of use. Calculates fees for permits and recalculates fees on existing, renewing, reissuing, etc., permits whenever necessary. Adjusts past fees from financial reports to ensure adequacy for graduated rate fee system permits, and issues bills as appropriate.

    Maintains range, special-use, mineral materials, and road use permit case files. Prepares routine correspondence to permittees from brief verbal instructions. Prepares data to update range and special-use databases. Where the permit is routine, completes permit forms using application, Forest Service policy and guidance, and verbal instruction for review by range or recreation/lands/minerals specialist. Prepares documents to close permits; performs inspections on routine uses.

    Serves as a procedural and technical specialist providing support in the area of special-use permits. Prepares special-use permits (legal documents) for Lands and Recreation special-uses, applying knowledge of USDA FS laws, rules, regulations, and policy required to initiate action for permit renewals and reissuance. Monitors and reviews applications and proposed amendments for compliance with the Code of Federal Regulations (CFR), existing laws, regulations, procedures, and fee computations. Prepares all correspondence to permittees, including delinquency and termination notices. Monitors SO and District correspondence for consistency in applying regulations and policies.
