    THE UNITED STATES CAPITOL POLICE (USCP) is a law enforcement agency in the Legislative Branch of the Government. Our mission is 'To protect the Congress, its legislative processes, Members, employees, visitors, and facilities from crime, disruption, or terrorism. We protect and secure Congress so it can fulfill its constitutional responsibilities in a safe and open environment.' Due to the nature of a law enforcement agency, occasionally civilian employees may be called upon to support emergency operations and perform duties that vary significantly from the primary duties of their positions. Duty hours are subject to change to accommodate the needs of the Department; occasional additional duty may be required.

    This position is located within the U.S. Capitol Police (USCP), Operational Services Bureau (OSB), Hazardous Incident Response Division (HIRD), Hazardous Materials Response Team (HMRT). The role of HMRT is to prepare for, detect, respond to, and defeat chemical, biological, radiological, and nuclear (CBRN) threats arising within the geographic jurisdiction or statutory protective authority of the USCP. The HMRT responds to threats of CBRN incidents in order to conduct crisis management operations by providing capabilities for agent detection, identification and limited mitigation; casualty search and extraction, and personnel decontamination; and limited emergency medial care and stabilization of contaminated personnel. The incumbent is a team member of hazardous materials technicians serving as a first response unit in the event of a CBRN incident within the Capitol complex or during an authorized protection operation.

    Appointment to this position is contingent upon funding availability.

    Applicant must possess and maintain a valid driver's license.

    Applicant must be able to obtain and maintain a Secret Clearance.

    Applicants will be subject to the successful completion of a polygraph and psychological evaluation.

    Applicants must be able to pass a medical examination (to include entry and recurrent medical standards of the USCP for this position).

    The work requires good physical health. In the course of daily duties, the incumbent will engage in a variety of tasks consistent with hazardous materials incident preparedness and response including, but not limited to, lifting, carrying, and utilization of tools and equipment and donning, doffing, and performing law enforcement/public safety tasks within various levels of respiratory protection and other personal protective equipment (PPE).

Duties:

  • Participates as a hazardous materials technician within a HMRT squad assigned to prepare for, detect, respond to, and defeat chemical, biological, radiological, and nuclear (CBRN) threats, including attack by a weapon of mass destruction (WMD), arising within the geographic jurisdiction or statutory protective authority of the USCP. The incumbent will respond to hazardous materials incidents and participate in the analysis to determine complexity and project possible outcomes. The incumbent will work within the scope of the organizational emergency response plan and the Incident Command System (ICS) to assess risk, develop an incident action plan, select and don appropriate personal protective equipment (PPE), enter a contaminated environment, conduct work necessary to control, contain, and confine the threat, extract victims, conduct decontamination of victims and responders, and terminate the incident.
  • Conducts proactive detection operations to detect, identify, and verify the presence of hazardous materials at fixed posts, and during ad hoc security sweeps. Detection operations will be coordinated with other USCP elements and Congressional stakeholders.
  • Engages in academic and practical training, provides specialized instruction to peers, participate in public relations activities, and assists in the logistical management of assets and property. The incumbent will be responsible for a specialized knowledge area such as chemical, biological, radiological, or safety. The incumbent collects data from a variety of sources to provide program and policy advice and guidance..
  • Provides feedback and constructive suggestions to supervisory staff to assist in the analysis and evaluation of operational programs. The incumbent will provide recommendations to supervisory officials to maximize desirable outcomes for the benefit of the USCP. The incumbent also adapts analytical techniques, evaluation criteria, and methods of measurement to provide a valid assessment of programs.
