Duties:

  • Supervises a group of employees performing work at the GS-15 or equivalent level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
  • Serves as the lead in developing strategies for planning and developing major BJS programs of national scope and impact. Participates in the development and documentation of long- and short-range planning efforts. Reviews long- and short-range plans, resource projections, priorities and justifications. Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources.
  • Plans, establishes and directs an organizational analysis program for BJS. Administers a variety of program analysis studies or program reviews as requested by management officials. Conducts organizational planning studies designed to improve management systems and solve problems involving mission-critical policies, organization, workload, resources, procedures and methods.
  • Directs the formulation and submission of the Bureau's annual program and administrative budget requests for the Bureau to OJP, the Department, OMB and Congress. As the Bureau's principal planning and budget authority, briefs and prepares the Director to testify and attends hearings to provide technical support.
  • Directs administrative support services and operations, performing highly complex, diverse and controversial analytical and evaluative studies related to the assessment and improvement of BJS-wide administrative systems covering activities such as financial, administrative support, organizational management, acquisition, management control systems and human resource processes.
