  • This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 60 months. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.


Duties:

  • This position is located in the Peace Corps, Office of the Chief Financial Officer, Budget and Analysis. The office is responsible for managing and administering the planning and budget processes of the United States Peace Corps. The incumbent performs duties covering centralized planning and budget activities. These duties include budget analysis, budget formulation and related external presentation, process improvement, and consolidation of Agency-wide budget.

    Prepares justifications for estimates to be used in the presentation/enactment of the budget. Presents budget estimates and justifications to top management officials. Prepares and participates in the presentation of budget estimates and requests before the PC executive group and/or before Congressional appropriations committees.
  • Manages the execution of approved budgets. Makes funds available in the approved fiscal year to organizations to support their missions, functions, and programs. Oversees the economical and efficient use of funds available to prevent excess obligations and expenditures.
  • Manages the process of preparing detailed analyses and estimates of funding needs for one or more future budget years. Oversees budgeting activities, including gathering, comparing, and correlating information about projected costs of current and future programs and activities. Reviews extensive written justifications related to detailed proposed PC budgets. Provides legislative and regulatory guidance and advice for agency budget formulation and overall fiscal policy issues.
  • Supervises a group of employees performing work at the GS-13 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
