This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Superintendent, Senate Office Buildings (SOB). The Deputy Superintendent is responsible for planning, administering, and managing work operations and maintenance activities of structural, mechanical, and facilities management in the Senate Office Buildings. In carrying out such responsibilities the incumbent ensures compliance with rules, regulations, and procedures; life safety considerations; and other applicable laws. The incumbent carries out such responsibilities through close and continuous coordination with staff of the U.S. Senate and through close and continuous coordination with appropriate financial, technical, and managerial staff of the AOC.
The incumbent is responsible for the general leadership, supervision and direction of the physical infrastructure of the complex of Senate Office Buildings. In this capacity, the incumbent oversees/manages in excess of 500 employees performing a full range of operational, maintenance and project related activities. Provides expert guidance, advice, and recommendations on problems and critical matters pertaining to the SOB operations and programs.
The incumbent serves as a senior engineer in coordinating and integrating the planning, programming, development, oversight, scheduling, and overall management of resources for multi-phase projects. Formulates a master plan to forecast the work necessary to ensure the future care of facilities. Reviews records, inspects equipment, assesses the inside and outside conditions of the structures and determines where existing plans are insufficient to carry the SOB successfully into the 21st century. Prepares briefs to explain the need for specific projects.
Manages and technically directs contract administration activities for long-term, extensive technical service contracts. Monitors the status of contract performance, approves progress payments, provides recommendations on contractor proposals. Monitors contractor activities to ensure compliance with technical, financial, delivery, and other terms of the contract. Develops statement of work and resolves disputes that arise.
Exercises advanced technical knowledge of the limitations of proven concepts and practices on systems, equipment, and/or hardware to correctly evaluate problem resolution alternatives or the risk associated with using or replacing a nonconforming component. Prepares policy development, requirements analysis and definition, technical evaluations, and makes recommendations within functional and/or technical areas of expertise. Identifies, investigates, and reports hardware, procedural, and documentation problems, anomalies, and discrepancies and monitors corrective actions.
Meets with Senators, the Senate staff and other building occupants affected by major construction, remodeling, renovation, relocation projects, temporary services discontinuation, or other inconveniences. Provides information on the nature and progress of projects, makes temporary movement arrangements, and provides additional services to ease the discomforts during these projects.
Prepares resource requirements for complex or high value projects or programs in areas of design, construction, or modification of facilities, systems equipment, or hardware. Resolves unique or controversial problems that require engineering compromises and decisions. Exercises outstanding technical judgment in isolating essential features of problems and adapting or extending newly established guides or precedents or problem resolution.
Serves as safety officer and environmental officer and is responsible for developing programs and policies to ensure that all operations are in accordance with established standards.
Addresses quality control issues related to major components requiring special management emphasis because of their unusual operational importance. Reviews material deficiency reports. Initiates investigations of poor quality replacement components and parts being supplied by vendors.
