Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

    This position is located in the Overseas Professional Development Unit within the Office of Overseas Programming and Training Support (OPATS). The purpose of OPATS is to provide proactive, strategic leadership in the areas of programming, training and evaluation by designing, implementing, and evaluating programming and training systems, resources, and activities that build staff and Volunteer capacity. OPATS identifies, develops and disseminates standardized training packages, including core training modules, monitoring and evaluation tools and indicators, applies technology to the promotion of innovation and learning, and provides training and development opportunities to overseas staff.

Duties:

  • The Chief of Overseas Professional Development position has two main responsibilities: 1) Leading the development, maintenance and sustainability of the continua of professional development for overseas staff and PCVs; 2) Oversight of Overseas Staff Training (OST), including the role of Country Director track facilitator.
  • This unit will focus on the development of a continuum of learning for Country Directors, overseas staff working in Programming and Training, overseas staff working in Administrative/Finance capacities, and for Volunteers at each post. The Chief of this unit will oversee the development and maintenance of these continua ensuring overseas staff and Volunteers have introductory, intermediate and advanced training/development. The Chief will supervise three staff members. The Chief of Overseas Professional Development will lead the institutionalization of an Agency Learning/Training Council.
  • Overseas Staff Training (OST), is an orientation conducted at headquarters two to three times a year for newly-hired U.S direct hires assigned to an overseas post position, as well as for a number of host country nationals in key positions. The orientation training is conducted by training facilitators and subject matter experts at headquarters for a period of three to four weeks. This position will be responsible for facilitating the Country Director track during each OST. Additionally, the Chief of Overseas Staff Development is responsible for supervising the other track facilitators in the Unit.
