Duties:

  • This position is located in the Senate Office Buildings, Assistant Superintendent Facilities Support Division.

    Incumbent exercises expert technical knowledge of the limitations of proven concepts and practices on systems, equipment, and/or hardware to correctly evaluate problem resolution alternatives or the risk associated with using or replacing a nonconforming component. Will develop additional engineering control methods to mitigate safety deficiencies and then institute the solution via a policy or construction project. Maintains technical insight into the cause and the plan of action when damaged, failed, or otherwise nonconforming hardware, equipment, or systems are encountered. ssssFormulates policies, requirements analysis and definition, technical evaluations, and makes recommendations to management within the functional and/or technical area of expertise.

    Develops alternative strategies and assesses trade-offs between safety concerns and economic issues related to implementing safety programs, policies, and regulations in a major agency organizational component, such as the subject Jurisdiction. Reviews operations and processes to ensure that equipment layouts and corresponding shop operations are not creating an unsafe environment. Identifies key policy issues and priorities, designs analyses, evaluates alternatives, develops alternate strategies, and makes definitive recommendations to senior management officials to ensure equipment layouts and corresponding shop operations are not creating unsafe work environments. Develops impact assessments focusing on the costs to facilities. Prepares policy memoranda and briefings.
  • Serves as a technical advisor and consulting safety engineer for the application of current safety technologies and regulations to the operation and/or maintenance of facilities, structures, systems, or equipment. Serves in an advisory role in the development of regulatory initiatives to improve upon safety. Supports the technical program planning within the organization and advises, negotiates, and coordinates with various engineers in the execution of these plans.

    Manages all aspects of the mandatory worksite inspection program including safety and fire protection inspection. Checks paths of egress, and fire exits, signage, and all facility areas for possible unsafe conditions. Follows up to assure correction of all deficiencies found.
    Performs occupational health and safety inspections of all facilities and construction and renovation sites. Inspects the buildings and equipment for safety deficiencies and promptly reports and corrects any deficiencies. This includes trades shops, steam and chilled water utilities, equipment storage, scaffolding, and other work areas. Selects and adapts standard guidelines in identifying problems and deficiencies. Resolves problems, trains staff in accepted procedures, writes reports and recommendations, and follows up to determine compliance with recommendations. Takes action to ensure compliance with all safety regulations and guidelines, writes reports with recommendations, and follows up to determine compliance.

  • Supports internal and external inspections for compliance with safety, health and environmental policies and regulations. Inspects HAZMAT sites, HAZMAT waste areas, and universal waste areas for compliance with AOC policies.

    Maintains and updates applicable occupational safety and health databases such as FMA and IAM with inspection findings, clarifications, and remediations.

    Performs tests for hazardous substances such as volatile organic chemicals, excessive noise, confined space entry, and indoor air quality.

    Prepares and updates monthly, quarterly and yearly reports to senior management on inspections, investigations, and surveys. Reports and investigates all accidents, injuries, and similar incidents and prepares written reports and evaluations using standard guidelines. Develops and maintains a database on accidents and analyzes accident trends. Develops and implements programs to reduce accident rates.

  • Maintains and ensures calibration of sampling and monitoring equipment. Orders and maintains supplies
  • Performs a variety of safety engineering duties relative to conducting technical investigations and calculations in the review and analysis of facilities, ground support equipment, and operations using a number of standard engineering principles, methods, and practices. Conducts engineering reviews of new and proposed modifications to existing facilities and equipment to ensure compliance with safety requirements. Prepares and updates safety policies, directives, standards, specifications, controls, instrumentation, and other documentation for implementing the overall center safety program.


    Utilizes the system engineering and system management process to assure identification, elimination, or control of hazardous conditions that may occur as a result of human error, procedural deficiencies, equipment malfunction, or system incompatibilities involving a large variety of space hardware functional disciplines, often requiring an advancement in state-of-the-art knowledge.

    Recommends modifications and/or revisions to large facility safety policies, procedures, and guidelines. Prepares instructions to implement newly developed or modified guidance. Recommends as appropriate modification or development of procedural policy initiatives based on problems that arise during ongoing program execution. Prepares, supplements, and updates safety regulations, documents, and requirements manuals proposed or initiated by a higher authority. Develops jurisdictional regulations defining applicable mishap prevention procedures. Conducts in-depth studies of established guidelines to determine current feasibility. Recommends as appropriate the modification or development of a procedure or guideline where coverage is inadequate or nonexistent as it relates to jurisdictional needs.

  • Performs ergonomic analyses in the course of developing Job Hazards Analyses and developing corrective actions following job related injuries. Analysis includes evaluation of injury and illness records, risk factors associated with each job and process, employee symptom survey, and individual workstation analysis. Makes recommendations on corrective actions and documents results and trends.

    Establishes, monitors, and tracks essential medical surveillance safety training in the Jurisdiction (such as respirator fitness, blood borne pathogens, and lead poisoning tests), qualifications requirements, and certification procedures for supervisors and employees. Ensures that all staff working on hazardous operations are qualified and certified to perform the tasks involved. Develops and maintains a safety training program database to ensure timely staff certification.

    Accomplishes varied and complex safety project management duties in conjunction with coordinating project teams and making decisions affecting areas of responsibility that are controversial and precedent setting. Ensures proper and sufficient resource allocation by a variety of agency and contractor organizations. Serves as a safety expert and a key source of information for assigned areas of responsibility. Maintains liaison with engineers who are expert in related fields in order to keep abreast of the latest trends and innovations in design or testing techniques and procedures. Performs independent studies and assessments to evaluate the effectiveness and efficiency of operations and recommends improvements to management.

    Implements a major agency program dealing with high safety risk activities/constantly changing hazards (such as lead abatement, removal and proper disposal of asbestos materials, height hazards requiring fall protection, and operations related to high voltage.

    Provides advice and assistance in the resolution of difficult program management and administrative operation problems and/or issues that include significant controversies or difficulties that present barriers to program delivery and application. Reviews designs submittals as presented by designers or consultants, evaluates, and makes recommendations for acceptance and/or rejection of same based upon compliance with applicable standards and safety regulations.

    Provides guidance including written guidelines to operating personnel on appropriate OSHA, EPA and other applicable regulations and procedures and hazardous waste and related matters. Samples, identifies, and characterizes materials and waste.

    Monitors and provides technical direction for asbestos and lead abatement. Samples suspect materials. Determines approach, i.e., enclose encapsulate, remove, maintain-place. Designs abatement plans; estimates scope and cost, determine coverage of equipment, adjusts for unique situations and environmental concerns. Monitors for proper fiber levels before, after, and throughout work. Analyzes or has samples analyzed. Documents work; files and retrieves as necessary. (Documentation is important to create official records for use in the event of future problems or questions.) Periodically inspects previously identified problem areas. Determines and prioritizes corrective work. Contracts and coordinates for required inspections for asbestos and lead as required. Acts as the responsible person when dealing with legal documents pertaining to hazardous materials and controlled wastes.
