Duties:

  • This position is located in the Architect of the Capitol, Planning and Project Management, Design Services Division. The incumbent serves as the Deputy Director, Design Services Division, Lead Engineer. In this capacity, the incumbent is a full assistant and reports directly to the Director and supervises the division branches/branch heads/staff in the design, installation, replacement, maintenance and upgrading of electrical, high voltage, electronics, mechanical, fire protection, engineering and control systems throughout the buildings and grounds under the jurisdiction of the Architect of the Capitol.
    Responsibility for the oversight and administration of broad, emerging and/or critical agency programs or operations regarding architecture and a broad range of engineering disciplines. Primarily responsible for the direction and management of large-scale agency programs and operations to efficiently achieve specified goals and objectives. Evaluates current and proposed programs and operations and recommends actions to initiate, modify, or discontinue projects as needed. Acts as program director for multiple, discreet bodies of work comprised of individual projects managed by others within Planning and Project Management. Performs the administrative and human resource management functions relative to the staff supervised. Directs architectural and engineering branch heads in the preparation of staff prepared Programs of Requirements, schedules, and budgetary models for reports on individual projects, the technical review of consultant designs and the generation of internal design efforts, and coordination of project development from planning through construction. Generally works with principals of consulting firms in reviewing the overall performance of consultants and recommending corrective measures for out of tolerance work. Also directs the electrical and mechanical engineer branch heads as applicable in management of operations groups consisting of High Voltage, Electronics Engineering and Energy Management Control Systems. Provides oversight to construction management for large capital projects to assist on an as needed basic.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
  • Develops and designs technology, equipment, or systems for a broad range of inter-disciplinary activities and/or specialized functions that cut across conventional lines of engineering, such as civil, mechanical, electrical high voltage, or electronics engineering; computer science; mathematics; or project management.
  • Performs work related to developing and maintaining relationships with stakeholders in various levels of government, private industry, and/or academic institutions to communicate and disseminate information about program mission and activities.
  • Develops and maintains an understanding of practices and procedures in the engineering specialty area. Reviews and maintains requirements and specifications for assigned projects.
