  • US Commission on Civil Rights (USCCR) has an immediate need for a Supervisory Civil Rights Analyst to be the Director of the Office of Civil Rights Evaluation. Notes:

  • The Supervisory Civil Rights Analyst for Civil Rights Evaluation is responsible for executing and monitoring the implementation of the policies and programs of the Office of Civil Rights Evaluation (Office), under the direct supervision of the Staff Director. Incumbent also conducts studies and prepares reports in the areas within the jurisdiction of the Commission and supervises the development of such studies and reports. The Office of Civil Rights Evaluation is responsible for appraising Federal civil rights laws and policies and for developing recommendations for enhancing civil rights protections under the law. The Office monitors the enforcement of Federal civil rights laws; conducts detailed evaluations of the policies, regulations, management, resources, and operations of Federal civil rights enforcement agencies and the effectiveness of these agencies in deterring and prosecuting incidents of unlawful discrimination; monitors and evaluates legal, legislative, economic, social, and fiscal developments that may influence the efficacy of Federal enforcement efforts. In fulfilling its responsibilities, the Office prepares and submits reports to Congress and the President containing findings and recommendations pertaining to Federal civil rights enforcement; prepares analyses of and recommendations regarding proposed legislation and Federal programs that affect civil rights law enforcement for inclusion in testimony or statements of the Commission before Congress or to the President; organizes and supports Commission fact-finding meetings, including briefings, consultations and hearings; conducts meetings and conferences for purposes of exchanging ideas and information among Federal officials and other public and private organizations that play a role in enforcing Federal civil rights laws; maintains liaison with Federal agencies on enforcement and other civil rights matters; and furnishes information, analyses and advice regarding Federal enforcement programs to the Commissioners and the offices and divisions of the Commission.

Duties:


  • Supervises a group of employees performing work at the GS-09 level and above. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

  • Provides agency-wide advisory, consultative, and technical services to staff and all levels of line managers as the agency's recognized senior advisor on broad and complex program areas that affect civil rights programs in extensive organizations or for substantial numbers of people. Provides advice in the identification, clarification, and resolution of major national civil rights policies, problems, and/or issues. Provides expert interpretations of complex and diverse civil rights laws, policies, guidance material, documents, and references, including Congressional intent; judicial decisions, rulings, and decrees; and Department, agency, and other organizational directives. Serves as consultant, advisor, or expert witness in a specialized technical field such as voting rights, public accommodations, or equal employment. Incumbent develops project proposals both for the office and Commission. Incumbent is expected to develop new approaches and innovations for implementing Federal Civil Rights objectives. Reviews research to ensure that it is accurate, well- organized and cogent, meets professional and services standards; adheres to Commission' guidelines.

  • The incumbent supervises and may participate in studies and other programmatic activities performed by the Office, assists in the development of facts for these studies and activities by supervising and conducting interviews and analyzing data from both public and private sources. Incumbent is responsible for supervision and may participate in the drafting of reports and other written products of the Office. Ensures that research and analysis is conducted in a fully collaborative manner both within the Division and reflects the Commission's mission. Plans and conducts critical projects vital to the civil rights mission of the agency, e.g., in employment, housing, educational, business or social service policies. Directs broad studies to analyze and recommend decisions on highly complex and broad (e.g., national) problems. Research develops significant new knowledge to advance the field of civil rights and equal opportunity.
