Notes:

  • This position is located in Department of Justice's (DOJ) Office of Justice Programs (OJP), Office of Chief Information Officer (OCIO), Program and Project Management Division. The incumbent serves as the Director Program and Project Management Division reporting to the OCIO while managing IT resources and assists OJP's project managers in complying with laws and guidance from the Office of Management and Budget (OMB), Government Accountability Office (GAO) and DOJ. Develops and maintains the component's strategic IT and associated operational IT plans; oversees the IT financial management and capital asset program including formulation, review, justification, execution and monitoring of the IT Directorate budgets; develops processes for implementing legislated and directed requirements for management of IT resources; reviews and recommends approval/disapproval of IT business plans from all areas in the component; provides program management of component-wide information technology services contracts; and provides general administrative support for all administrative and personnel actions for the OCIO.

Duties:

  • Supervises a group of employees performing work at the GS-14 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
  • Serves as the principal advisor and provides expert advice on planning and project management issues and functions for the Office of the Chief Information Officer (OCIO). Establishes systems and methods for measuring successful completion of overall project activities. Provides mentoring and coaching to staff in an effort to raise the project management maturity level of the OCIO. Formulates long-range policies and develops strategies and management guidelines for complex and changing information technology systems. Provides high level technical advice and counsel to top management and other key officials on matters relating to new or modified policies and directives that affect or relate to current and existing IT projects and programs. Defines requirements for current and future business environments, resolves policy conflicts that arise, and interprets policies in terms of established objectives and intended requirements.
  • The incumbent leads the Program Management Office and has the responsibility to execute the objectives and outcomes for the IT projects undertaken within the Office of the Chief Information Officer. This includes implementing the approved methodology, including guidelines, processes and standard operating procedures that will govern the formulation of project plans, including scope, budget, resources, schedules, and risks; monitoring and evaluating projects to assess how well activities are being executed, resources are being managed, progress is being made, and risks and issues are being managed; addressing problems that may arise by negotiating changes in project scope, deliverables, schedules, and resources as necessary; keeping management informed of project progress; and engaging internal and external stakeholders in collaborative efforts to evaluate the inclusion of new projects on the basis f available resources, broad goals or priorities. These efforts span the component and department wide initiatives.
  • Manages the lifecycle of an information technology project from concept development through implementation. Identifies customer requirements, develops technical approaches, and coordinates project resources related to project costs and schedules.
