    The Architect of the Capitol (AOC) is a Drug Free Workplace. As part of the AOC's suitability assessment, a candidate tentatively selected for a position is required to submit to screening for illegal drug use. Satisfactory completion of a drug test is a condition of employment with the Agency. A candidate must test negative prior to being eligible for appointment into a position. Duties:

  • This position is located at the U.S. Botanic Garden (USBG), Operations Division. The incumbent has full responsibility for ensuring the efficiency and effectiveness of all facility operations and maintenance of the USBG buildings, vehicles, gardens, and grounds.
  • The incumbent coordinates work operations among subordinate units making changes in work assignments to improve workflow and increase productivity. Prepares plans to meet substantial changes in workload; proposes and justifies revisions in staffing levels, work priorities, and deadlines. Analyzes work requirements and determines staff resources, equipment, and other resources needed to accomplish work assignments.
  • Ensures the efficiency and effectiveness of all facility operations in USBG buildings, grounds, and vehicles. Establishes and maintains an equipment baseline to develop and support a preventive maintenance program. Formulates and recommends required maintenance program changes. Conducts research and analysis of buildings and grounds to locate and solve potential or unusual problems. Investigates, researches, and employs new technology and energy efficient systems, components, and equipment.
  • Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate. Takes positive steps to further the goals of equal employment opportunity (EEO) to ensure accomplishment of EEO objectives.

    Develops, plans, and implements facility maintenance budgets, both long term and annually. Reviews and approves facility maintenance purchases from Operations Division supervisors.

  • Develops and implements procedures and techniques necessary to ensure that contract requirements are satisfied, including statements of work. Determines the most desirable applications of repair and construction principles with current cost, priorities, contract schedules, and support requirements. Process bid questions and coordinates requests for proposals (RFPs). Monitors and approves project submittals, schedules, performance status, and progress of work performed. Certifies satisfactory work completion and ensures compliance with established standards.
