KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the diagnosis and treatment of substance abuse.
Skill in working in a therapeutic environment with a diverse group of offenders and/or defendants.
Ability to work with individuals to assess their needs, provide quality assistance, make referral recommendations and resolve problems.
Knowledge of the concepts, principles and support processes related to substance abuse treatment.
Ability to prepare written documentation and notes that detail offenders'/defendants' needs and program progress.
ADDITIONAL REQUIREMENTS:
Applicant must certify that they possess a current appropriate local, state or national license as an Addictions Counselor, Certified Addictions Counselor Level 1, or license as a Licensed Professional Counselor. Applicant must attach a copy of the license or Certificate to the AVUE application.
Applicant must also certify that their work history shows evidence as a Substance Abuse Counselor working with individuals who are addicted to or abuse alcohol and/or drugs. Applicant must certify that the work history shows specialized experience developing substance abuse education seminars and workshops, presenting complex psycho-educational modules that focus on substance abuse and substance abuse treatment, and performing preliminary analysis of information to identify problems.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 07:
Qualifying experience for the GS-7 level includes one year of specialized experience at least equivalent to GS-6 that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience include: assisting staff that work with individuals who are addicted to, or abuse alcohol and/or drugs, and conducting intake and evaluation of defendants and offenders.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-7 level may be met by completion of one (1) year of graduate level education with courses such as psychology, sociology, counseling, social behavior, and human behavior.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 08:
Qualifying experience for the GS-8 level includes one year of specialized experience at least equivalent to GS-7 that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience include: assisting staff working with individuals who are addicted to, or abuse alcohol and/or drugs, and conducting intake and evaluation of defendants and offenders, assisting in preliminary screening of defendants and offenders to identify symptoms of acutely ill alcoholic or drug-addicted clients. Specialized experience also includes providing basic technical support by preparing reports, forms and a variety of referral and case management documents.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-8 level may be met by completion of 18 months of graduate level education (27 semester/40 quarter hours) with courses such as counseling, human behavior, psychology, social behavior, and sociology.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 09:
Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to GS-8 that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience include: assisting staff working with individuals who are addicted to, or abuse alcohol and/or drugs, and conducting intake and evaluation of defendants and offenders, assisting in preliminary screening of defendants and offenders to identify symptoms of acutely ill alcoholic or drug-addicted clients and responding to their needs by securing appropriate medical services as a Social Service Assistant Substance Abuse Counselor. Specialized experience also includes providing basic technical support by preparing reports, forms and a variety of referral and case management documents for use by Case Managers and other staff.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-9 level may be met by completion of two (2) years of graduate level education (36 semester/54 quarter hours) or a master's degree with courses such as counseling, human behavior, psychology, social behavior, and sociology.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
