KNOWLEDGE, SKILLS, AND ABILITIES:
Skill in management program review and analysis, processes, and styles for reviewing and recommend actions to improve organizational effectiveness, and management approaches and work functions needing development and modification.
Masters level Knowledge of concepts and principles of the social science to resolve novel problems, extend and modify techniques, and develop new approaches that guide employees who solve a variety of social science problems, and apply new and innovative developments and practices to problems not susceptible to treatment by acceptable methods.
Skill in written communications to collect and provide status reports, briefings, and prepare documents and reports.
Skill in oral communications to work and collaborate with technical and non-technical people, provide briefing and status reports, and defend positions and policies.
Ability to relate complex variables of a broad nature to specific policy or program issues, and to make realistic assessments of the environment in which the policy or program alternative will be considered, chosen, and implemented.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 14:
BASIC REQUIREMENTS
A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences.
OR
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience equivalent to at least GS-13.
Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes work to provide leadership on highly complex, unprecedented problems of critical importance, and handles assignments that involve a broad and general responsibility for accurate data collection and analysis.
