Led major technology initiatives, summarizing data and presenting the most complex information to members of various disciplines to coordinate business operations. For example, built and maintained enterprise and system level data dictionaries, taxonomies and ontologies.
Designed and implemented Enterprise-class data Warehouses at the Subject Matter Expert level combining data from disparate sources and various formats on multiple large scale projects .
Independently developed new programs, long-range plans, and consulted with top management to ensure effective technology operations within the organization. Evaluated and reviewed use of resources, planned future needs, and worked with others to combine efforts and coordinate comprehensive plans. For example, implemented and maintained enterprise relational databases.
Managed agency-wide IT projects and initiatives that involved innovative concepts or approaches where precedents did not exist, where large numbers of people or multiple agencies were affected, and where there was a significant impact on the delivery of customer support services. For example, led large, IT projects with high risk, such as Big Data analysis or other high interest, mission-critical projects.
Analyzed technology trends and recommended solutions for technology problems having government wide implications. Provided decisive evidence and convincing arguments from a position of the highest organizational authority for the formulation of policies and implementation of new regulations to overcome current technology problems. Designed, created and managed enterprise Data Models on large scale projects at the Subject Matter Expert Level that required the combination and operation of a variety of persistent data stores such as relational databases, map-reduce databases, web data, flat files.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 15:
Qualifying experience for the GS-15 level requires IT-related experience that demonstrates each of the following four competencies: Attention to Detail; Customer Service; Oral Communication; and Problem Solving; AND one (1) year of specialized experience at least equivalent to the GS-14 level. Specialized experience is experience that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Experience must be IT-related and may be paid or unpaid experience.
Example of specialized experience for positions at the GS-15 level, typically gained in the IT field or through performance of work where the primary concern is IT, includes experience analyzing a number of alternative approaches when advising management concerning major aspects of IT system design. The experience demonstrates accomplishment of IT project assignments requiring knowledge of IT requirements and techniques pertinent to the position to be filled.
