MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:


Grade 14:


Qualifying experience for the GS-14 level requires IT-related experience that demonstrates each of the following four competencies: Attention to Detail; Customer Service; Oral Communication; and Problem Solving; AND one (1) year of specialized experience at least equivalent to the GS-13 level. Specialized experience is experience that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Experience must be IT-related and may be paid or unpaid experience.


Example of specialized experience for positions at the GS-14 level, typically gained in the IT field or through performance of work where the primary concern is IT. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1).Understand and apply classification guides and information security policies, procedures, and regulations; (2) Develop and implement policies, procedures, standards, and methods of identifying and protecting classified information; (3) Identify, handle, safeguard, and protect classified information.

Duties:

  • Ensures, or participates in ensuring, the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.

    Incumbent consults and participates in the installation, configuration, and maintenance of the organization's IT platforms to ensure the IT platform maintains its confidentiality, integrity and availability while also achieving consolidation of hardware resources to avoid unnecessary expansion of the hardware platform inventory.

    Develops cybersecurity operations policy guidance for the organization and responds to requests for policy interpretation from other IT specialists, senior staff and top management.

    Leads troubleshooting efforts comprised of multiple teams of various specialties to resolve local and remote application performance issues involving complex network and firewall protocols and logs to quickly and accurately isolate problem-sources, identify, and implement required corrective actions.

    Serves as the principal technical leader for a technical team that oversees every phase of highly complex IT operational security projects. Leads major projects that entail such issues as new mission requirements, new customer organizations, application of new cybersecurity technologies or projects of equivalent scope.

    Identifies information requiring protection and determining the level of protection required and monitors and identifies information security discrepancies.

    Evaluates, acquires, configures, and uses software intended to ensure that automated systems are secure from unauthorized use, viral infection, and other problems that would compromise sensitive information in terms of confidentiality, integrity, and availability, or would compromise other aspects of overall system security.
  • Supervises a group of employees performing work at the GS-13 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
  • Manages the lifecycle of an information technology project from concept development through implementation. Identifies customer requirements, develops technical approaches, and coordinates project resources related to project costs and schedules.
