Duties:

  • This position is located in the Office for Victims of Crime (OVC), Office of Justice Programs (OJP). The incumbent serves as the Associate Director for the State Compensation and Assistance Division (SCAD). SCAD works with state administering agencies responsible for expending the Victims of Crime Act (VOCA)-mandated victim assistance and compensation formula funding to support states and territories in their efforts to provide state and local assistance to crime victims and compensate victims for eligible expenses incurred as a result of the victimization. The incumbent:

    Provides expert advice and guidance on broad grant and/or cooperative agreement related projects and programs with impact on major OVC programs. Provides advice to OVC leadership and others within and outside of OVC on victim-related services, policies and processes. Advises and assists management and program officials in developing, implementing, and evaluating program plans, strategies, regulations, announcements, guidelines, and procedures applicable to grant and/or cooperative agreement programs. Coordinates with program officials to ensure that programmatic implications are considered, and with grants management policy officials to ensure consistency of interpretation of program policies. Evaluates the need for grant program or process changes due to proposed statutory or regulatory guidelines or from variations in demand for program services. Interprets the impact of new laws or regulations on grants management program processes and activities.
  • Plans and manages grant and/or cooperative agreement programs that encompass difficult and diverse functions or issues that affect critical aspects of OVC programs. Formulates and defines grant program objectives and establishes critical milestones, such as collecting and interpreting research, data, and evaluation results to develop, implement, and evaluate complex grant programs. Conducts evaluations of ongoing program functions to ensure that stated goals are met, and identifies areas where operational efficiency can be enhanced.
  • Prepares and contributes to reports and other presentations on program planning and evaluation. Maintains close contact with agency leadership, internal and external stakeholders for elements in program areas. Participates as a presenter in regional and national symposia relating to fields of expertise and agency programs.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
