• The incumbent serves as the Principal Deputy Director in the National Institute of Justice (NIJ) at the Office of Justice Programs, Department of Justice. NIJ is the research, development and evaluation agency of the U.S. Department of Justice and is dedicated to improving knowledge and understanding of crime and justice issues through science. NIJ provides objective and independent knowledge and tools to reduce crime and promote justice, particularly at the state and local levels.

Duties:

• The incumbent has primary responsibility for overseeing and leading the activities, programs, and operations of NIJ's Office of Research, Evaluation and Technology; Office of Investigative and Forensic Sciences; and the Office of Grants Management. The incumbent works with the Chief of Staff and Office Directors to instill a collaborative, integrated approach to building strategic relationships to achieve common goals, build a shared vision and to act as a catalyst for organizational change.
  
  Assists the NIJ Director with management of the Institute's program and mission directives. In this capacity, is responsible for long-range planning and development of criminal justice research and evaluation programs; providing guidance to state and local practitioners, subject matter experts, researchers, government agencies, and the legal community on aspects of criminal justice research, evaluation, and public policy.
  
  Serves as a research leader in the social, forensic, or physical sciences fields requiring a systematic attack on critical problems recognized as exceptionally difficult. Problem areas represent matters of critical importance to major national or international programs. The incumbent determines the area of research and plan of attack in addressing priority agency issues and ensures that the team achieves a significant rate of progress in completing program projects. Plans and coordinates scientific research, and technical projects, programs, and activities in unexplored areas where new techniques and approaches are needed.
  
  Formulates comprehensive program plans and strategies to accomplish agency-widegoals and objectives.
  
  Plans, develops, and implements program/project development activities that affect broad mission areas, such as investigative and forensic sciences, technology, and social science.
  
  Oversees the preparation of project papers, project agreements, project authorizations, Congressional notifications, and implementation letters.
  
  Initiates or coordinates evaluation of science projects during or following project completion, to ascertain project and cost effectiveness, including implications for future financing. Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations.
  
  Working with the Director, the Deputy Director, and Office Directors, develops and implements a strategic vision to provide careful stewardship over government grant funds and to prevent waste, fraud and abuse in NIJ grant programs. Responsibilities include overseeing the development of a sound auditing plan directed toward high risk grantees, and the development of effective training programs, including online web-based training, for grantees on the grant application process and on administrating and managing federal grant funds. Maintains principal responsibility for the integrity and accountability of all grants and funding streams. Ensures that funding and grant recommendations are based on strong justification and, where available, assessment of past performance.
