BASIC REQUIREMENTS


A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".)

B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:


--Twenty-four semester/36 quarter hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester/9 quarter hours of business law;


--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or


--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester/22 quarter hours, but that does not fully satisfy the 24-semester-hour/36-quarter-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester/36 quarter hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


ADDITIONAL EXPERIENCE REQUIREMENTS


In addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience equivalent to at least GS-14.


Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience included providing advice and making recommendationf for financial management planning and effective decision-making, serving as an authority on the relationship of accounts presented in the US Standard General Ledger (USSGL) and ensuring timely preparation and submission of all required financial reports.

  • The Office of Justice Programs (OJP) provides innovative leadership to federal, state, local, and tribal justice systems by disseminating state-of-the art knowledge and practices across America, and providing grants for the implementation of these crime fighting strategies. OJP works in partnership with the justice community to identify the most pressing crime-related challenges confronting the justice system and to provide information, training, coordination, and innovative strategies and approaches for addressing these challenges. OJP is seeking results-oriented professionals to join our team and build solutions to address evidence based, "smart on crime" approaches in criminal and juvenile justice. This position is located in the Department of Justice, Office of Justice Programs, Office of the Chief Financial Officer.

Notes:

  • This position is located in the Office of the Chief Financial Officer (OCFO), Office of Justice Programs (OJP), U. S. Department of Justice (DOJ). The incumbent serves as the Assistant Chief Financial Officer, Finance, Accounting, and Analysis Division (FAAD), with responsibilities including the formulation, interpretation, and administration of accounting and related financial management programs, policies, and procedures; oversees the FAAD responsibilities for funds control to monitor compliance with Appropriations Act, the Anti-Deficiency Act, OMB Circular A-11, Preparation, Submission and Execution of the Budget, the Department's Order on the Control of Funds, and any other guidelines and policies as applicable; manages the timely and accurate reporting of OJP's accounting and financial operations, including the production of OJP's quarterly and annual audited financial statements; develops performance/workload metrics/indicators relating to accounting and finance and provides management reports to facilitate review, oversight, and reporting; and drives continuing analysis, efficiencies and overall improvement in FAAD's business processes.

Duties:

  • Provides analysis and advice on financial matters to program officials, managers, and resource administrators. Performs duties associated with the management, control, and usage of financial resources or funds. Supplies financial reports to operating program officials for informational and planning purposes. Plans and conducts studies to determine the requirement for updated financial information. Computes and forecasts effects of changes in administered programs.
  • Provides analysis and advice in the design, adaptation, or installation of automated accounting systems. Analyzes current and/or required accounting systems to design new or improved systems.
  • Evaluates accounting systems to determine the need for revisions or new automated and/or manual systems for DOJ OJP Programs. Ensures the resulting accounting system meets the needs of the user(s). Advises and provides technical consultation and guidance to DOJ OJP program personnel. Provides advice on matters related to program development, subsystem design, and new developments and techniques.
  • Supervises a group of employees performing work at the GS-14 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated.
