Duties:
CBOs Budget Analysis Division seeks an analyst for its Health Systems and Medicare Cost Estimates Unit who will focus primarily on the Medicare program. CBOs analysts work closely with key Congressional staff members as they develop federal policy. Health care analysts prepare multiyear spending projections for federal health care and analyze the Administrations budget proposals for those programs. They also prepare cost estimates for legislative proposals that could include, for example, changes in the federal financing of Medicare, in the delivery of services under that program, or in enrollees premiums and out-of-pocket costs. The Congress relies on CBOs analyses in preparing its annual budget plans, evaluating the Presidents budget proposals, and assessing the potential budgetary consequences of various policy proposals.

Applicants must have a graduate degree in public policy, public administration, public health, economics, or a related field and a strong interest in health policy. This position requires the following: Experience in policy analysis, knowledge of health care financing, or familiarity with other federal health care programs; Strong quantitative skills; Ability to develop and maintain microsimulation and spreadsheet models; Exceptional communication skills, particularly the ability to clearly explain analytical results to colleagues and to Congressional staff, Members of Congress, and the public; Desire to contribute to the development of health policy in a nonpartisan setting; and Ability to work on several projects simultaneously, often under tight deadlines, independently or as a team member. Familiarity with the Congressional budget process and experience using SAS to work with large data sets in the analysis of health care policy would be helpful.
