If so, the Department of Justice (DOJ), Office of Office of Justice Programs (OJP), Office of Administration (OA), Acquisition Management Division (AMD) is seeking a highly motivated, high performing individual to serve as the agency's Procurement Chief. The incumbent reports directly to the Director, OA, and is responsible for a multi-million dollar contracting program which provides services throughout the OJP. The contract program is extensive and complex and involves the purchase of significant research and evaluation services, technical assistance and training, financial systems, conference support, publications, information technology systems, human capital and work force analysis, administrative assistance and support, supply/lease services, and other services for which precedents or historical data are seldom available. The incumbent is delegated broad latitude in managing and directing the agency's acquisition program.

Duties:

  • As OJP's Senior Contracting Official, administers an acquisition program that provides for contract monitoring and oversight for both pre-award and post-award activities and which fosters a dynamic environment of communication and exchange for all process stakeholders.

    Exercises unlimited signatory authority for contracts and interagency agreements for goods and services involving large funding levels and commitment periods extending over long periods of time. Manages a wide range of acquisition actions which require substantial expertise in pricing, complex terms and conditions, and contract administration oversight in support of OJP's mission. Makes decisions on contracting issues which can substantially impact the overall agency mission.
  • ,As the recognized agency procurement expert, participates in planning and decision-making sessions with the senior officials, e.g. Chief Financial Officer, Chief Information Officer, General Counsel, agency stakeholders, customers, and others to provide advice on contracting actions and interpret acquisition policy for contracts of a national scope. Partners with customers and stakeholders to achieve full collaboration of expertise in assisting them in determining their needs for, and application of, procurement data, strategies, and options to meet customer requirements.
  • Establishes organizational goals and objectives for the contracting function. Continually oversees the accomplishment of subordinate unit's duties and responsibilities. Evaluates accomplishments and methods and makes continuing adjustments to provide the highest quality customer service and to assure effective and efficient use of assigned resources.
  • Exercises a full range of supervisory authorities and responsibilities which include using subordinate supervisors to direct, coordinate and oversee work of the Division; communicate with internal and external customers and organizations; and provide advice and guidance to agency management officials. Performs the administrative and human resource management functions relative to the staff supervised. Recruits and retains a highly qualified workforce. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee communication and performance management system. Observes staff performance; demonstrates and conducts work performance critiques; and is responsible for furthering the goals of equal employment opportunity (EEO).
