    This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS). The incumbent will, at least half time, be performing grants management duties in the Law Enforcement Incident-Based Statistics (LEIBS) Unit, in support of the National Crime Statistics Exchange (NCS-X) Initiative. The NCS-X Initiative is a partnership between BJS and the FBI to generate nationally-representative crime statistics using incident-based data on crimes reported to law enforcement agencies. NCS-X leverages the FBI's existing National Incident-Based Reporting System (NIBRS) by recruiting a sample of 400 law enforcement agencies to supplement the existing NIBRS data by providing their incident data to their state (or the federal) NIBRS data collection program. The LEIBS unit is actively engaged in recruiting the 400 sample agencies and has provided funding through the NCS-X project to both state and local agencies.


Duties:

  • Functions as one of BJS's Justice Statistics Policy Analysts.

    Provides program support to the BJS NCS-X program manager in the: production of research agendas, draft concept papers and solicitations; reviews of contractor and/or grantee documents; and other related program administration activities.
  • Performs grant management and programmatic oversight tasks in support of the NCS-X program including: coordinating with the NCS-X Implementation Team in the development and award of cooperative agreements with state and local agencies which ensure data conversion specifications meet BJS-specific project goals; interfacing with recipient agencies on issues of data quality as they transition to the FBI's National Incident-Based Reporting System (NIBRS) reporting; helping ensure that the implementation of new or modified information systems in agencies meet rigorous data quality and statistical standards; the assessment of coverage for new agencies that come online with NIBRS reporting.
  • Effectively coordinates, manages, and evaluates the effectiveness of agency grant and/or cooperative agreement programs and projects, and communicates to other program staff and the unit chief.

    Expertly interprets and communicates grant and/or cooperative agreement policies, Standard Operating Procedures, and guidelines. Provides oral and/or in-person training, technical assistance and guidelines, oversight, expertise and consultation to internal staff, management and program officials, awardees, review panels, applicants, recipients, and sub-recipients.
  • Authoritatively presents information derived from: the review, analysis, and tracking of awardee compliance with the terms and conditions of the grant or agreement as well as compliance with government-wide and agency regulatory, policy, and reporting requirements; risk assessments, financial reviews and audits, and business reviews of grant/agreement awardee operations; and recommends actions to protect agency interests.
  • Effectively explains and/or otherwise communicates: the content of program solicitations; her/his review, analysis and evaluation of submitted applications, plans, and estimates received in response to particular programs and solicitation requirements; financial reviews of applicants to evaluate fiscal integrity and financial capability; proposed costs, and the determination of whether the budget and budget narrative accurately explain the projects costs and whether those costs are reasonable, necessary, and allowable; carries out pre-award negotiations on matters such as terms and conditions of awards, costs, schedules, and oversight responsibilities; and providing applicant support during the solicitation period.

    Carries out highly effective on-site visit activities including introducing the purpose and scope of the visit; presenting the evaluation of the awardee's compliance with program goals and award specifications.
