Duties:

  • Supervises a group of employees performing work at the GS-14 or equivalent level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
  • Directs the development and management of all BJS programs associated with improving the quality and coverage of Federal, State, and local information systems with primary focus on criminal history records, records of protective orders involving domestic violence and stalking, sex offender registries, and automated identification and background check systems.
  • Plans and coordinates evaluations or investigations of outstanding scope, difficulty, and complexity in unexplored program areas of critical importance to the agency. Initiates evaluation efforts, defines areas of study, monitors study and review approaches, and evaluates study results for conclusions affecting overall systems. Manages ongoing evaluation programs, NICS record completeness progress and association information collection, and other statistical and performance-based efforts which measure variables related to the completeness, timeliness, and shareability of criminal records held in state and Federal records repositories.
  • Advises senior leadership on complex regulatory, legal, and public policy implications of sensitive program issues including; privacy, security, and confidentiality of interstate exchange of criminal history information; grant and contract requirements; scope of legislative mandates; and interagency efforts to develop uniform formats for interstate data exchange.
