Qualifications



KNOWLEDGE, SKILLS, AND ABILITIES/COMPETENCIES:


Knowledge of Civil Rights and Equal Opportunity Laws, Programs, and Principles.

Ability to effectively communicate in written form both internally (to senior staff, leadership and colleagues) and externally (to stakeholders, funders and federal partners) regarding civil rights programs and policies.

Ability to Perform Legal Research.


ADDITIONAL REQUIREMENTS:


Experienced in law directly related to civil rights and the knowledge and ability to analyze complex constitutional and statutory civil rights issues.

I possess at least 3 years of qualifying legal experience. This experience has been progressively legal experience of a professional nature that has been gained after the admission to the bar.

I am an active member in good standing of a State, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

Experienced in legal administrative matters such as the Freedom of Information Act, the Privacy Act, the Federal Advisory Committee Act, the Sunshine Act, personnel and labor issues and ethics.

BASIC REQUIREMENTS


Applicant must possess a J.D. or LL.B. degree from a law school accredited by the American Bar Association and be an active member in good standing of a State, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar. In addition, applicant must have one year of general post-J.D. experience.


ADDITIONAL EXPERIENCE REQUIREMENTS


In addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience equivalent to at least GS-12 in the Federal service.


Specialized experience is professional legal experience which includes planning and conducting investigations of civil rights denials; conducting studies and preparing reports in areas within the jurisdiction of the Commission; drafting or reviewing the Commission publications for legal sufficiency; and providing in-house legal counsel.

  • U. S. Commission on Civil Rights (USCCR) has an immediate need for Attorney-Advisor (Civil Rights). USCCR takes on matters pertaining to civil rights that affect the United States and its citizens. Notes:

  • This position is located in the Office of the General Counsel which is charged with the following responsibilities: Planning and conducting investigations of civil rights denials; conducting studies and preparing reports in areas within the jurisdiction of the Commission; drafting or reviewing Commission publications for legal sufficiency; and providing in-house legal counsel to the Commission.

Duties:

  • Reviews proposed legislation, regulations, and policies on civil rights law matters. Prepares written documents including memoranda, reports, advisory opinions, and implementation recommendations. Addresses civil rights law issues including discrimination affiliated with age, disability, education, elections, employment, equal protection, ethnic group, gender, housing, insurance, national origin, public accommodations, race, religion, sexual orientation, or speech.

    Assists the Commission with briefings and writing reports; and provides legal advice to the Commission and the Office of Civil Rights and Research Evaluation regarding investigations, guidance on the Commission's jurisdiction, and conducts legal sufficiency reviews of reports.

    Reviews and analyzes current, pending or proposed legislation relating to civil rights, and prepares written analyses of the-legislation and recommendations regarding such legislation, and Researches and analyzes question of law by reference to applicable Federal or State statutes and regulations, local ordinances and case law and drafts memoranda on the basis of research and analysis.
