KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of accounting principles, practices, and techniques.
Knowledge of the federal budget process and financial management practices and procedures.
Ability to use analytical methods to improve management programs and processes.
Ability to gather, compile, and analyze financial and/or programmatic information.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 11:
Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include performing quality assurance reviews of existing and proposed accounting processes to provide assurances as to financial integrity and conformance; planning and developing new processes and methods for implementing management policies and controls; evaluating financial trends and determines compliance with agency guidance. Studies and implements management improvements in administrative areas identified through such means as internal control reviews and management studies.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 12:
Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include analyzing issues and developing recommendations to resolve substantive problems of effectiveness and efficiancy of work operations. Develop organize and implement functional short and log-range plans, plan and conduct management surveys and audits to evaluate programs, as well as analyze processes and designs or makes major revisions to a complete accounting process for a major agency component or large organization.
