MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 14:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience is developing strategic communications and outreach programs on a local or national level to increase public awareness of an agency's mission, policies, and procedures; establishing and maintaining liaison with production/publishing companies to facilitate ongoing flow of positive information about an agency to local and national audiences; responding to information requests from the news media and general public on an organization's programs.

Grade 15:

Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience is expertise in strategic messaging efforts, including integrating communications, marketing and brand recognition strategies internally and externally for the purpose of increasing awareness of, and confidence in, the agency's key exhibitions, programs and initiatives. Experience in cultivating strategic partnerships with key inter-agencies and external stakeholders, including news media, national and international organizations, state and federal government officials, and technical research authorities.

Duties:

The incumbent will serve as the Senior Advisor to CSOSA management on public affairs activities or programs. Performs work related to public affairs program activities, such as coordinating news and information media interviews, developing communication plans, coordinating agency information programs, evaluating agency public affairs programs. Evaluates impacts and effectiveness of public affairs programs.

Establishes and maintains relationships with the general public, the news and information media, key officials, agency stakeholders, industry representatives, and/or community groups in order to communicate and disseminate program information which results in an understanding of CSOSA's mission and activities.

Responsible for managing the development, distribution, and maintenance of print and electronic collateral including, but not limited to, newsletters, brochures, journal articles and agency websites.

Provides oversight for the generation of online content that engages diverse audience segments and leads to measurable action.

Contributes to publications and reports. Selects and organizes materials written by others for publication, report, or analysis.

Serves as the agency point of contact and coordinates visits of guests to CSOSA facilities and events.
