Provided hands on software application design and development where the implemented solution(s) employed mobile application technologies and techniques. (IOS, or Android, native applications, Hybrid Applications or Mobile Web Applications)

Developed mobile application software that involved innovative concepts or approaches, where large numbers of people or multiple agencies were affected, and where there was a significant impact on the delivery of customer support services.

Summarized data and presented technical information to members of various disciplines to define solutions. Experience providing solutions and problem solving to customers with technical recommendations, strategies, outreach, and training.

Developed technical solutions for business problems using multiple programming languages and frameworks, such as C#, Java, Objective C, Asp.net, MVC, JavaScript, jQuery, Bootstrap, Angular, Knockout JS and HTML5.

Worked as part of a team to develop, support and operate new software programs, including development, unit testing, regression testing, user interface design, and implementing continuous integration in an iterative agile approach. For example, made a hands on contribution to develop a mobile application, published to the app store and made regular updates to the app

Designed, developed, and integrated software applications where the implemented solution(s) employed either Open Source or Commercial Off-the-Shelf Software (COTS) integration technologies and techniques.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:


Grade 09:


Qualifying experience for the GS-9 level requires IT-related experience that demonstrates each of the following four competencies: Attention to Detail; Customer Service; Oral Communication; and Problem Solving; AND one (1) year of specialized experience equivalent to at least the GS-7 level. Specialized experience is experience that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Experience must be IT-related and may be paid or unpaid experience.


Example of specialized experience for positions at the GS-9 level, typically gained in the IT field or through performance of work where the primary concern is IT, includes experience that demonstrates knowledge of IT requirements and techniques in carrying out project assignments consisting of several related tasks, such as typically is the case in development of minor modifications to parts of a system on the basis of detailed specifications provided. Work involves analysis of the interrelationships of pertinent components of the system; planning the sequence of actions necessary to accomplish the assignment; and personal responsibility for at least a segment of the overall project.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Two (2) full years of progressively higher level graduate education, or a master's or equivalent graduate degree, at an accredited/pre-accredited institution that demonstrates the competencies/knowledge, skills, and abilities necessary to do the work of the position. Education must have included major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or course work in one or more of the identified fields that required the development or adaptation of applications, systems, or networks.


Grade 11:

Example of specialized experience for positions at the GS-11 level, typically gained in the IT field or through performance of work where the primary concern is IT, includes experience that demonstrates accomplishment of IT project assignments that required a range of knowledge of IT requirements and techniques. Accomplishments normally involve the following, or the equivalent:


- knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization;


-planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and


-adaptation of guidelines or precedents to the needs of the assignment.

  • Are you interested in working for a cutting edge agency with a mission to improve public safety, and the fair administration of justice? If so, the Department of Justice (DOJ) Office of Justice Programs, (OJP), is seeking a high performing individual to serve as an IT applications software developer. The incumbent provides support to OJP's IT mobile applications.

Notes:

  • This position is located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO), Enterprise Applications Development Division (EADD), Systems Development Branch (SDB). Works with senior developers on development and maintenance, applications performance, and end-user support (training and helpdesk) activities to ensure effective and economical information technology (IT) applications through efficient use of OJP IT resources and OJP compliance with government-wide and DOJ policies, procedures and directives. The incumbent provides general advice, guidance, and assistance on mobile development, formulates OJP's policies, positions and responses to current, emerging and anticipated applications matters and their applicability to OJP.

Duties:


  • Develops technical solutions for business problems for mobile applications using multiple programming languages and frameworks to solve mission critical problems, such as C#, Java, Objective C, Asp.net, MVC, JavaScript, jQuery, Bootstrap, Angular, Knockout JS and HTML5.For example, developed a responsive website for an agency or company. Researches and/or analyzes information technology (IT) problems, issues, and project or program requirements relative to integrating products and services with agency mission area requirements.

  • Assesses policy needs, and develops and provides information technology (IT) policy, procedure, and/or guideline additions, revisions, and/or updates to IT management and staff in order to govern IT activities and accomplish IT projects or programs.

  • Provided application design, development, and integration where the implemented solution(s) employed either Open Source or Commercial Off-the-Shelf Software (COTS) integration technologies and techniques. Examples of Open Source may include, apache Cordova, Twitter Bootstrap, MongoDB or any other open source project, software or toolset. Examples of COTS software may include Microsoft Visual studio, Microsoft office, Google Web Services (Maps, Etc), or any other commercially available development toolset or software.
