Duties:

Provides authoritative guidance and leadership to programs impacting one or several major agency organizations, to include the Death in Custody Reporting Act. Provides authoritative findings, guidance and recommendations on complex criminal justice related initiatives and meetings. Maintains familiarity with ongoing developments in criminal justice practice, policy and current research and evidence-based practices in assigned areas to ensure that policy and program planning, implementation and review are grounded in empirical data and the current needs of the criminal justice field. Maintains familiarity with emerging trends, new strategies and innovations. Maintains awareness of the needs of the criminal justice field to ensure Bureau of Justice Assistance (BJA) strategies and investments are relevant and feasible. Researches and prepares analysis on criminal justice program issues, providing expert guidance or analysis.

Plans, organizes, and carries through to completion analytical studies involving issues related to key agency programs. Maintains contact with training and technical assistance providers and provides periodic contact with states to stay current with their progress and implementation for their Death in Custody Reporting Act collections. Conducts research, compiles information, and prepares materials in a wide variety of formats for use by BJA and the field. Guidance requires extensive interpretation for many different and unrelated program processes and methods, such as interpretations of original legislative or judicial intent and advice on revisions to existing policies and programs to meet requirements.

Represents the organization in developing and maintaining effective relationships with national, state, tribal and local experts, administrators, high-level officials, policy makers and planners. Participates in oversight and coordination meetings to ensure quality of and progress on BJA strategies, programs, services and technical assistance. Creates opportunities to inform key partners about BJA policy programs, strategies, initiatives and resources. Encourages the use of data, research and effective implementation strategies. Solicits input about needs for program changes, training and technical assistance. Participates with other government agencies, private organizations and other stakeholders in planning policies, strategies and programs of mutual concern. Serves as a BJA representative on interagency task forces whose members include high-level DOJ officials and other executive branch representatives. Engages with national associations or organizations to identify issues as well as interpret and explain criminal justice policy, regulations and legislation. Provides interagency liaison services to federal agencies providing specific support. Participates as a coordinator, resource person or committee member in special assignments and on task forces and committees to improve BJA program development and implementation efforts.
