Qualifications



KNOWLEDGE, SKILLS, AND ABILITIES:


Knowledge of the principles and theories of applied statistical methods and techniques related to a specific subject-matter field, and ability to conduct statistical studies and projects, develop study design plans, evaluate progress of the study, and prepare or collaborate in preparation of statistical reports on the results of the study.

Skills in oral communications to work and collaborate with technical and non-technical people, provide briefing and status reports.

Skills in written communications to collect and provide status reports, briefings, and prepare documents and reports.

Skills in management program research and analysis techniques, processes, and styles to review and study issues and functions associated with management and develop and recommend actions to improve management approaches and work functions needing development and modification.

Knowledge of Social Science program research and analysis techniques and compliance and enforcement processes to perform management-related studies, conduct reviews, inspections, or investigation of regulated program activity to evaluate program application and determine findings and improve program effectiveness.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:


Grade 12:


BASIC REQUIREMENTS


A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences.


OR


B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


OR


C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


ADDITIONAL EXPERIENCE REQUIREMENTS


In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience equivalent to at least GS-11.


Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.


ADDITIONAL EXPERIENCE AND EDUCATION REQUIREMENTS


In addition to meeting the basic entry qualification requirements, applicants must have had either specialized experience and/or directly related education in the amounts shown below. Education and experience may be combined to meet the total experience requirements.


1. The applicant must have completed a Ph.D. or equivalent doctoral degree when the position involves primarily scientific inquiry or investigation, or research-type exploratory development of a creative or advanced scientific nature, where the knowledge required to perform the work successfully is typically and primarily acquired through graduate study.


OR


2. The applicant must have one (1) year of specialized experience equivalent to at least GS-11.


Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience examples include participating in studies that were clearly defined units of parts of major projects; wrote analytical reports of a scientific nature that were portions of a broader analysis; or preformed analytical and evaluative studies to resolve straightforward administrative or program related issues or problems.


Grade 13:

Duties:

  • Performs statistical data collection requirements activities, such as preparing, processing, and coordinating ad hoc and standing collection requirements. Ensures the collection of statistical data and use of collection systems to satisfy immediate, mid-range, and long-term statistical data collection requirements.
  • Reviews and evaluates scientific data, mathematical and statistical methods, and the procedures and concepts involved with applications submitted by regulated industry for the approval of products or substances, such as new drugs. Applies the principles and techniques of statistical theories and methods to the interpretation of quantified information used in scientific reviews and regulatory applications.
  • Analyzes management techniques, processes, and styles for improving organizational effectiveness. Recommends management approaches and work functions needing development and modification.
  • Supports CSOSA-wide activities within the social science analysis area by reviewing and analyzing data; developing strategies, analytical models, and methodologies; and providing assistance and advice on sectoral issues.
