Duties:

  • The Presidio Trust is seeking a Human Resources Specialist specializing in Information Systems. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The Human Resources team is small and highly productive every member is highly valued. The team services about 350 employees in professional, administrative, technical, clerical, and trades occupations. Approximately one-half of the work force is included in a bargaining unit, and the entire workforce serves under an AD pay plan. Although the Presidio Trust is a Federal agency, it is authorized under Section 103(c)(7) of the Presidio Trust Act to appoint and fix the compensation and duties and terminate employees without regard to title 5 of the United States Code or other laws related to the appointment, compensation or termination of Federal employees. The significant agency flexibilities provided by this Section are far-reaching and provide the HR professional with a work environment that is both stimulating and challenging.

    Our ideal candidate is an experienced and highly productive human resources professional. You are a key member of the Human Resources team, and will interact closely with various internal teams and departments of the organization, as well as the general public and stakeholders, in furthering the Trusts mission. You have excellent collaboration and communication skills, are focused and calm under pressure, and are capable of supporting and working constructively with a team of professionals.

    RESPONSIBILITIES

    - Serve as the Office of Workers Compensation Program (OWCP) program coordinator and inform injured workers of their responsibilities and provide proper forms and procedures for filing claims. Facilitate return to work.
    - Administer the Leave Share program, advising employees on eligibility, procedures, and medical requirements.
    - Serve as an expert FPPS System Administrator, a technical support specialist, and a liaison with the Interior Business Center (IBC). Troubleshoot with IBC specialists and Presidio Trust IT staff as needed, and liaison with IBC to coordinate system-related Change Requests.
    - Serve as the Trusts backup system administrator of Quicktime. Coordinate Quicktime training for employees, supervisors, managers, timekeepers, and HR staff. Set up employee profiles, user IDs, and passwords. Oversee the day-to-day use of Quicktime.
    - Coordinate data research in HR systems and provide reports/data to Business and Financial Management staff and/or auditors upon request.
    - Coordinate appropriate Oracle and/or Yardi reconciliation.
    - Serve as an expert and system administrator of eOPF. Coordinate eOPF training for employees, supervisors, managers, timekeepers, and HR staff. Set up employee profiles, user IDs, and passwords.
    - Apply established HR data standards, data contained in HR information systems, and established information technology principles to assure that all Trust HR data needs are met. Integrate, retrieve, and provide HR reports. Train users on the established practices and uses of the systems.
    - Make recommendations to management on changes necessary to appropriately modify HR transaction processing.
    - Serve as an advisor on FPPS employee set-up and payroll functions. Perform and direct others to perform all set-up and payroll transactions that occur at the Trust, from the simplest to the most complex. Resolve the full range of processing problems to provide accurate and timely transaction processing on both the personnel and payroll sides of the system.
    - Train timekeepers concerning rules and regulations for complete and accurate timekeeping. Assist as needed to address timekeeping and pay issues.
    - Transfer HR records to OPM in accordance with guidelines.
