Demonstrated knowledge of federal acquisition legislation, regulations, and guidelines and the impact of these on program responsibility.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:


Grade 4:


BASIC REQUIREMENTS


A. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field.


OR


B. Successful completion of at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


OR


C. EXCEPTION: Employees in FP-1102 positions will be considered to have met the basic requirement for positions they occupy on January 1, 2000. Employees who occupy FP-1102 positions at FP-09 through FP-04 will be considered to meet the basic requirements for other FP-1102 positions up to and including those classified at FP-04.


ADDITIONAL EXPERIENCE REQUIREMENTS


In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least the FP-05 or GS-9 level.


Specialized experience is experience which is in or directly related to contracting work and which has equipped the applicant with the specific knowledge, skills, and abilities to perform successfully the duties of the position to be filled.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the FP-04 level may be met by successful completion of three (3) full academic years of progressively higher level graduate education in an accredited college or university, in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Ph.D. or equivalent doctoral degree.


COMBINATION OF EDUCATION AND EXPERIENCE


An appropriate combination of successfully completed education and experience may be used to meet the total qualification requirements.


Grade 3:


BASIC REQUIREMENTS


A. Successful completion of all mandatory training prescribed by the head of the agency for progression to FP-3 (equivalent to GS-13) or higher level contracting positions, including at least four (4) years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to the work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.


PEACE CORPS MANDATORY TRAINING REQUIREMENTS are as follows:


- Level II Federal Acquisition Certification-Contracting (FAC-C), or one of the following:


- Level II or III DAWIA certification by any Department of Defense component;


- Other federal agency acquisition certification that meets the requirement of section 4307(a) of the Clinger-Cohen Act;


- Certified Professional Contracts Manager;


- Certified Purchasing Manager; or


- Transcripts documenting a master's degree or a university program certificate in contracting, procurement or acquisition management.


AND


B. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


OR


C. EXCEPTION: Applicants for FP-1102-03 positions will be qualified if they have held an FP-1102-03 position since January 1, 2000.


OR


D. WAIVER: Any or all of the requirements of paragraphs A and B above may be waived if the agency's senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.

  • This is an Excepted Service Appointment. Initial appointments to the Peace Corps are normally for 60 months (5 years). Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Duties:

  • This position is located in the Peace Corps Office of Acquisition and Contracts Management (OACM). The function of the office is to perform procurement reviews, establish policy implementation, reviews and audits of all acquisitions and contract agreements for Peace Corps. The incumbent's primary responsibility is to serve as the Agency/Organization Program Coordinator (A/OPC) for the Governmentwide Purchase Card Program. The incumbent will manage the daily program administration, set up accounts, schedule training sessions and serve as a customer service liaison between individual cardholders and/or approving official and Citibank. Draft, develop and issue Peace Corps-wide contracting policies and procedures consistent with Federal directives and policies. The incumbent is tasked with educating contracting personnel and technical program staff of changes to policies that impact OACM and other personnel on acquisition related topics. The incumbent reviews pre and post-award documentation, solicitations, contracts, various Determinations and Findings, etc. The incumbent performs internal audits to ensure compliance with OACM policies and a wide range of procurement regulations, laws, constraints, and requirements. The incumbent manages one or more OACM acquisition related programs.

    Performs work related to the review of contract actions or provisions to determine regulatory compliance or to improve contract competition.
  • Performs work related to the review, analysis, and/or interpretation of procurement statutes, regulations, policy, concepts, guidance, or procedures for use in the solution of procurement or contracting problems or the accomplishment of projects or programs.
  • Participates in, coordinates, and/or manages agency programs and projects.
  • Procures products and services using negotiation techniques. Negotiates with prospective contractors on pricing, performance, technical terms, and other provisions. Prepares written requests for proposal; publicizes requirements; issues solicitation documents; analyzes offers received; prepares negotiation positions; evaluates technical and cost proposals; negotiates cost, fee or profit as well as technical issues; and enters into a formal contract with the offeror.
