KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to meet and deal with others in performing supervisory or leader work.
Knowledge of the laws, regulations, rules, policies, procedures, and methods governing various Federally-authorized crime victim assistance programs in addition to Federal grants, cooperative agreements, and awards.
Ability to communicate effectively other than in writing in performing supervisory or leader work.
Ability to analyze organizational and operational problems and develop solutions.
Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.
Ability to communicate in writing in performing supervisory or leader work.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 15:
Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of experience include: Implementing and managing Federal grants and cooperative agreements related to victim services or other specialized subject matter area(s), and providing grants-related services, such as directing and overseeing the administration, termination, and closeout of grants and/or grants assistance and agreement awards; managing a large-scale program related to victim services or other related specialized subject matter area(s); directing sensitive or highly complex negotiations or audits related to victim services or other specialized subject matter area(s); and developing, implementing, and evaluating grants management program plans, strategies, and operations related to victim services or other specialized subject matter area(s).
