MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 09:
Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is defined as performing analyses of program performance data; preparing data to assist in program or policy evaluations; or assisting in evaluating effectiveness of programs and operations or productivity.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 11:
Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is defined as assisting in research, analysis, planning, assessments, development, and accountability activities; assisting in identifying trends, conflicting data, projections, or other performance information; developing, reviewing, and assessing improvement studies and projects employing quantitative and qualitative analysis techniques; assisting in studies of management techniques, processes, and styles using basic analytical techniques; assisting in the annual budget formulation and execution process by conducting cost benefit analysis; or, creating written communication and presentations which deliver substantive information that encourage understanding and acceptance of findings and recommendations.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
