KNOWLEDGE, SKILLS, AND ABILITIES:
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 11:
BASIC REQUIREMENTS
A. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field.
OR
B. Successful completion of at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
C. EXCEPTION: Employees in GS-1102 positions will be considered to have met the basic requirement for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.
ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least a GS-9.
Specialized experience is experience which is in or directly related to contracting work and which has equipped the applicant with the specific knowledge, skills, and abilities to perform successfully the duties of the position to be filled.
Specialized experience is defined as experience with common contracting procedures & techniques to carry out recurring assignments involving the use of formal advertising & negotiated methods of contracting & contract administration; follow-up with vendors on delivery, invoicing & payment; reviewing requisitions and recommending procurement methods; procurement off-the-shelf items or services; negotiating contracts with well-established precedents.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-11 level may be met by successful completion of three (3) full academic years of progressively higher level graduate education in an accredited college or university, in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE
An appropriate combination of successfully completed education and experience may be used to meet the total qualification requirements.
Grade 12:

Specialized experience is defined as experience in contracting and procurement work, such as: procuring a wide variety products and services; administering terms and conditions of contracts; performing price/cost analysis to determine price reasonableness or similar work; negotiating modifications to contract; negotiating termination of contracts; reviewing contractor compliance with special contract clauses; conducting market research;or similar experience which is typically in or related to this position.
Grade 13:
BASIC REQUIREMENTS
A. Successful completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least four (4) years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to the work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
C. EXCEPTION: Applicants for GS-1102-13 positions will be qualified if they have held a GS-1102-13 position since January 1, 2000.
OR
D. WAIVER: Requirements of paragraphs A and B above may be waived if the agency's senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
