KNOWLEDGE, SKILLS, AND ABILITIES:


Knowledge of contracting principles and procedures.

Ability to manage federally controlled property or space involving common or familiar uses, limited changes in client needs, and routine contractual problems to resolve.

Knowledge of real property laws, principles, practices, and methodologies.

Knowledge of marketing concepts, principles, and methods.

Ability to apply analytical methods and techniques in the identification and resolution of available office work space, parking areas and economic impact on surrounding areas.

Ability to effectively communicate in written form both internally (to senior staff, leadership and colleagues) and externally (to stakeholders, funders and federal partners) regarding real property programs and policies.

Demonstrated ability to communicate orally regarding property management programs and policies to agency leadership, staff and property owners/managers.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

If so, the Department of Justice (DOJ) Office of Justice Programs, (OJP), is seeking a high performing individual to provide realty, building management and real property support.

  • OJP's Business Resources Division (BRD) is at the forefront of building and emergency management, resource provision and multi-media engagements. We seek team members that are committed to quality customer service and organizational success. BRD encompasses all of the professional services employees are accustomed to, as well as, provides new and emerging resources as we move toward a more mobile work environment. The incumbent provides realty, building management and real property support for the organization including lease administration, space management, allocation and alignment, and realty advice and consultation.

Duties:


  • Assists in managing federally controlled realty, property or space involving common or familiar uses, limited changes in client needs, and routine contractual problems to resolve. Works with Federal customers in developing space requirements, layouts, designs, and timetables for build-out of space with limited special needs. Resolves routine relocation issues. Plans and completes complex real estate transactions and property management activities, including serving as a liaison, coordinating construction or renovation schedules, managing projects, and negotiating leases. Devises innovative approaches, in areas such as negotiating compensation, or other terms of contracts, leases, and agreements, for complex and unique properties,or relocation issues, or environmental concerns. Monitors, responds to and briefs managerial leadership regarding real property data calls and audits.

  • Interprets, develops, reviews and recommends new or modified policies, standards, and procedures relating to the acquisition, management, or disposal of properties with diverse or unusual characteristics. Interprets policies and guidelines in realty specialty and related areas. Consults on complex and controversial issues. Coordinates the negotiation of controversial space occupancy issues and develops innovative solutions.

  • Performs lease administration functions for complex blocks of space, including changes in the amount and configuration of space and changes in the type of service received. Enforces and administers lease provisions. Tracks space inventory and manages information maintenance and space records, floor plans, etc. Performs utilization studies, as assigned, to ensure that existing real property, both owned and leased, is utilized to optimum and full use in order to explore most efficient and cost-effective options.

  • Plans, develops, and implements marketing strategies for promoting and publicizing new or substantially revamped programs and services, e.g., promotes innovative marketing strategies to extend the reach of traditional programs and publications. Manages the brand identity of the program or service offering for the agency. Recommends the messaging for internal and external audiences, including the website.
