MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of experience include implementing and managing Federal grants and cooperative agreements, and providing grants-related assistance and services, such as developing and implementing grants/assistance management policies, procedures, and practices; performing final review of award deferral or disallowance recommendations to determine soundness and supportability of a proposed decision; and performing close-out actions for major grants/agreements after several years of work had been expended.

Duties:

  • This position will manage cooperative agreements for justice reform projects. This includes directing BJA-funded and competitively selected training and technical assistance providers with facilitation and subject matter expertise to lead states through the Justice Reinvestment Initiative and other data driven reform efforts.

    Designs and directs efforts involving data collection, analysis, use, and associated challenges across agencies as well as interplay between state and local systems and agencies therein applicable to the Justice Reinvestment Initiative. Assists states in identifying opportunities to improve criminal justice outcomes, implement most cost-effective solutions and invest in strategies that reduce recidivism and hold individuals accountable.

    Evaluates and recommends action to decision makers on concept papers, abstracts, applications for funding, and related matters to support assessment of compliance with grant program requirements, relevance to issues and priorities, and possible contribution to the adoption of evidence-based practices in the corrections, reentry and justice reform implementation areas. Negotiates technical aspects of criminal justice programs on the federal grants, contracts, cooperative agreements, and inter-agency agreements to ensure the greatest potential for success and impact of BJA's vital and justice reform implementation programs. Oversees developments across the country related to justice reform implementation to ensure program effectiveness and impact.
  • Provides leadership in coordinating the goals, objectives and interests of the federal government in Justice Reinvestment Initiative criminal justice grant program and related cooperative agreement activities to state, tribal and local agencies and other criminal justice partners. Formulates innovative and/or comprehensive justice reform implementation planning strategies and program plans to accomplish agency-wide goals and objectives in justice reform implementation. Makes recommendations related to justice reform grant program formulation and long-range planning in connection with prospective changes in functions in the justice reform area.
  • Researches and prepares analysis on criminal justice program issues, providing expert guidance or analysis in the Justice Reinvestment. Represents the organization in developing and maintaining effective relationships with national, state, tribal, and local experts, administrators, high-level officials, policy makers, and planners. Serves as a BJA representative in corrections, reentry and justice reform the Justice Reinvestment Initiative on agency or inter-agency task forces whose members include high-level DOJ officials and other executive branch representatives. Provides inter-agency liaison services to federal agencies providing specific support and services in justice reform implementation. Researches and prepares analysis on criminal justice program issues, providing expert guidance or analysis in justice reform and reinvestment. Represents the organization in developing and maintaining effective relationships with national, state, tribal, and local experts, administrators, high-level officials, policy makers, and planners. Serves as a BJA representative in corrections, reentry and justice reform on agency or inter-agency task forces whose members include high-level DOJ officials and other executive branch representatives. Provides inter-agency liaison services to federal agencies providing specific support and services in justice reform implementation.
  • Provides expert criminal justice advice and guidance on the Justice Reinvestment Initiative and other data driven reform efforts relating to grant and/or cooperative agreement projects and programs with impact on major agency justice reform programs. Develops and/or reviews criminal justice program materials, such as program and strategic plans, solicitation content and budget recommendations, justification and program assessment of outcomes addressing BJA program priorities. Prepares analytical reports, memorandum, concept papers, budget documents and other types of written responses that are disseminated to internal and external audiences to include various practitioner groups, researchers, Congressional committees, and the general public.
