Qualifications



KNOWLEDGE, SKILLS, AND ABILITIES:


Skill in oral communications to engage employers to determine their employment needs and their willingness to hire offenders, to engage vocational training providers to identify opportunities for offender training and placement, and to counsel offenders to establish educational and occupational goals and objectives and provide program guidance to facilitate job applicants gaining meaningful employment.

Skill in identifying vocational training providers that offer skill development opportunities that can lead to employment in fields accessible to offenders.

Skill in engaging private and public sector employers to identify employment opportunities at their businesses or agencies that offenders can compete for, along with skill in referring individuals to employers with employment opportunities and advocating for their selection.

Skills in written communications to develop program guidance and documents and develop important agency policies or programs to promote job acquisition and enhance vocational skill development for offenders.

Knowledge of educational testing and counseling techniques and practices to develop, design, analyze, evaluate, or revise education and career development related services and programs, provide counseling, evaluate tests and measurements, and develop education and vocational plans to gain meaningful employment skills development and jobs for offenders.


ADDITIONAL REQUIREMENTS:


I have experience in identifying and engaging vocational training providers to offer skill development opportunities in fields with employment opportunities that are accessible to offenders. Demonstrated success in placing applicants in vocational training programs.

I have experience in identifying and engaging private and public sector employers to identify employment opportunities for which they are seeking hire qualified applicants. Demonstrated success in securing jobs for applicants from employers that have been directly engaged.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:


Grade 12:


BASIC REQUIREMENTS


A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.


OR


B. Combination of education and experience----courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course study described in A above.


In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience equivalent to at least GS-11.


Specialized experience is work to research employment options and qualification requirements for various employment fields, develop employment opportunities through employer engagement; develop successful job placement strategies; network within the community and with local agencies; assess need for skills training and education; placement of individuals in job or training programs; work to counsel individuals on a wide variety of vocational and educational needs to develop employment opportunities for offenders and skills to counsel, motivate, and encourage offenders as they transition back into the community.


Grade 13:

Duties:

  • This position is located in OLIPA, the Job Developer assesses labor markets as they relate to the employment trends and opportunities for offenders. The Job Developer will engage private and public sector employers to identify employment opportunities at their businesses or agencies that offenders can compete for. The Job Developer will refer appropriate offenders to employers with employment opportunities and advocate for their selection. The Job Developer will identify vocational training providers that offer skill development opportunities that can lead to employment in fields accessible to offenders.
  • The Job Developer coordinates with the Community Engagement and Achievement Center (CEAC) staff and offenders' Community Supervision Officers to identify and verify the offenders skills and through occupational assessments, validating offenders' training certifications, and assist with the implementation of offender career plans. The Job Developer will advise and assist as appropriate the CEAC staff on the curriculum for soft skills instruction, resume preparation, cover letter preparation, mock interviews and application completion.
