Examples of qualifying specialized experience include: (1) Teaching or instructing an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). (2) Supervising or administering a training program. (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results. (4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

  • This is an Excepted Service Appointment. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Duties:

  • The E-Learning Specialist position is located within the Office for Overseas Programming & Training Support (OPATS), at the Washington, D.C., headquarters of the Peace Corps. The purpose of OPATS is to build capacity of field staff to enable staff to better support Volunteers. OPATS partners with and directly supports the Peace Corps three regional offices - Africa (AF); Europe, Mediterranean and Asia (EMA); and Inter-America and the Pacific (IAP) - and supports overseas posts with their programming, training, and evaluation needs.

    The E-Learning Training Specialist focuses primarily on the design, development, and implementation of e-learning products for the Agency's learners distributed across 65+ countries. The position reports to the Lead E-Learning Specialist. Specific skills and duties include but are not limited to:

    - Project management of new eLearning products, from development to maintenance, in collaboration with subject matter experts (SMEs).
    - In collaboration with SMEs and field working group(s), conducting needs assessment for eLearning content.
    - Working in collaboration with OPATS Knowledge & Learning Unit staff (LMS administrator, editors, Q/A specialists) to ensure smooth linkage between production and delivery of e-learning products.
    - Support development and ongoing adjustment of agency e-learning guidance and strategy to meet the needs of diverse stakeholders.
    - Support development of standard look and feel for e-learning products across the agency.
    - As appropriate, train staff and interns on eLearning production, including tools necessary for building current (Udutu, Articulate, PC University) and future e-learning products.
    - Proficiency with deploying eLearning products on Learning Management Systems (LMS) and other delivery platforms (CMS).
    - Working with external vendors and contractors as appropriate.
    - Participating in the evaluation of distance learning training methods.
    - Overseeing project interns as needed.
  • Desired qualifications:
    - Proficient in Articulate Storyline.
    - Able to demonstrate experience with deploying and/or administering eLearning products on a learning management system (LMS).
    - Experience as a trainer or educator.
    - Demonstrable experience with instructional design.
