  • This position is located in the Office for Victims of Crime (OVC), Office of Justice Programs (OJP), U.S. Department of Justice (DOJ). OVC's mission is to enhance the Nation's capacity to assist crime victims and to provide leadership in changing attitudes, policies, and practices to promote justice and healing for all victims of crime.

Duties:

  • This position serves as the Principal Deputy Director for OVC and as such, participates with the OVC Director, Deputy Directors and Associate Directors (as needed) in the development and management of OVC operations, programs, grants, contracts, budget, communications, and interagency liaisons for OVC's grant programs and technical assistance activities.

    The Principal Deputy Director is responsible for leadership and technical support to the OVC staff in management and oversight. Working with the Director, has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs and applicable objectives under the DOJ Strategic Plan. Directs the OVC staff in formulating criminal justice policies affecting OVC programs and activities.

    Assists state, local, and tribal efforts to prevent or reduce crime and violence by providing executive leadership in the areas of OVC criminal justice policy, including internal and external communications, and training and staff development.

    Provides national leadership and outreach on criminal justice issues by identifying and supporting evidence-based programs, best practices, and innovative approaches to key issues. Responsible for the development of criminal justice programs, activities and initiatives, that support state, local and tribal agencies and communities. Where appropriate, develops strategies for rural, urban, large, medium and small size agencies.

    Develops and oversees OVC's strategic initiatives including the development of new evidence-based programs and best practices. Evaluates past, current and proposed programs and technical assistance to initiate, modify or discontinue projects, making way for new initiatives as appropriate.

    Provides leadership and technical support to staff in the formulation and administration of policies affecting OVC programs and activities. Implements policies that promote the sustainability of criminal justice programs, and works with other OVC units to incorporate success factors into solicitations and program design.

    Develops, conceives, plans, and implements policies and guidelines affecting broad, emerging, and/or critical agency programs. Translates new legislation into program goals, actions, and policies, interpreting the impact of new legislative requirements on agency programs. Recognized as an agency authority in formulating new policies and program objectives that have a broad or long-range impact on one or more significant programs of the agency.

    Directs the operations of OVC in conjunction with the Deputy Directors, and utilizes subordinate managers, as appropriate. Performs human resource management functions relative to the staff. Duties include establishing performance expectations for staff members, which are clearly communicated. Promotes both accountability and recognition of staff activities. Provides advice and counsel to staff members and subordinate managers related to work and policy matters.

    Provides informal feedback and periodically evaluates staff on individual development goals, as well as collective organizational performance. Develops and coordinates training opportunities and promotes effective communication among OVC staff and understanding of OVC programs and priorities. Encourages staff-driven training such as cross-training, mentoring, and other job-related program-specific training to promote personal growth and development.
