Duties:

  • These positions are responsible for programmatic and fiscal oversight, planning, development, implementation, and assessment of grant programs that address grant administration and criminal justice policy development to support local, state, and tribal justice strategies to reduce violent crime and strengthen communities.

    Coordinates, manages, and evaluates the effectiveness of agency grant and/or cooperative agreement programs and projects.

    Performs a variety of pre-award functions for grants and/or cooperative agreements including designing, developing, and/or preparing solicitations; reviewing, analyzing, and evaluating applications, plans, and estimates received in response to particular programs and Request for Application (RFA) requirements; conducting financial reviews of applicants to evaluate fiscal integrity and financial capability, examine proposed costs, and determine whether the budget and budget narrative accurately explain the projects costs and whether those costs are reasonable, necessary, and allowable; conducting pre-award negotiations on matters such as terms and conditions of awards, costs, schedules, and oversight responsibilities; and providing applicant support during the solicitation period.

  • Performs a variety of post-award grants and/or cooperative agreement management tasks including conducting post-award reviews and analyses to identify and resolve management, financial, and administrative issues; providing training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, and recipients; establishing performance measures and monitoring and assessing awardee performance; and reviewing completed awards, making appropriate adjustments or disallowances. Processes close-outs of grants and/or agreements, ensuring compliance with programmatic, administrative, and fiscal requirements of relevant statutes, regulations, policies, guidelines, and with grantee stated objectives, and the applicable implementation plan.


  • Develops, analyzes, and interprets grant and/or cooperative agreement policies, Standard Operating Procedures, and Guidelines. Provides training, technical assistance and guidelines, oversight, expertise and consultation to internal staff, management and program officials, awardees, review panels, applicants, recipients, and sub-recipients.

  • Reviews, analyzes, and tracks awardee compliance with the terms and conditions of the grant or cooperative agreement as well as compliance with government-wide and agency regulatory, policy, and reporting requirements. Conducts risk assessments and in-depth monitoring actions to review the financial, programmatic/business, and administrative aspects of the grant/cooperative agreement awardee operations and recommends or initiates actions to protect agency interests. Pre-visit monitoring activities involve reviewing compliance reports and the awardees policies and procedures.
  • Monitoring visit activities include evaluating the awardees compliance with program goals and award specifications. Post-monitoring activities include writing up site findings and recommendations.
