Knowledge of the Freedom of Information Act (FOIA) and Privacy Act, related portions of the Code of Federal Regulations, and FOIA and Privacy Act policies and procedures.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 13:
Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: interpreting and applying the policies, legislation, and program provisions of the Freedom of Information Act (FOIA) and Privacy Act (PA) programs; researching and analyzing FOIA/PA information and exemption issues; managing FOIA/PA cases that require analysis of context, content, scope, and breadth of requests from intake to completion; providing advice and guidance to other individuals regarding the FOIA/PA process; reviewing federal records in connection with active FOIA litigation; and gathering information from multiple sources, identifying and analyzing issues, and making recommendations for improving the effectiveness and efficiency of a FOIA/PA program.
